EMPLOYEES, TO PROVIDE FOR THE POSITION LIBRARIAN II (HEAD OF TECHNICAL SERVICES)
Statement of the Matter
it is the intention of the present head of technical services
of the City Library to retire in the Fall of 1977. That
position currently is occupied by a classification called
Senior Librarian. A Senior Librarian previously'performed
functions related to that of a Childrens Librarian.
In that the incumbent is leaving the position this appears
to be an appropriate time to eliminate the title of Senior
Librarian from the classification plan and to add the position
title Librarian II (Head of Technical Services) to make it
coincide with the additional heads of services within the library
organization.

Recommendation

6-7-77 Resolution #5104 was adopted, amending Resolution #3955 by
amendment of the classification and salary range schedule
for miscellaneous employees, deleting position of Senior
Librarian, Salary Range 36 and adding position of Librarian II,
Head of Technical Services, Salary Range 36.

RESOLUTION NO. 5104
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA AMENDING
RESOLUTION NO. 3955 BY AMENDMENT OF THE
CLASSIFICATION AND SALARY RANGE SCHEDULE
FOR MISCELLANEOUS EMPLOYEES, TO DELETE THE
POSITION OF SENIOR LIBRARIAN, SALARY RANGE
36, AND TO ADD THE POSITION OF LIBRARIAN II,
HEAD OF TECHNICAL SERVICES, SALARY RANGE 36.
WHEREAS, the City MananAr recommends and the City Council
concurs that the City of Carlsbad's Classification and Salary
Range Schedule for Miscellaneous Employees be amended by the
deletion of the position of Senior Librarian, at Salary Range 36,
and by the addition of the position of Librarian II, Head of
Technical Services, at Salary Range 36;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above facts are true and correct.
2. That the City Council authorizes and directs the
amendment of the City of Carlsbad's Classification and Salary
Range Schedule for Miscellaneous Employees by the deletion of the
position of Senior Librarian, Salary Range 36, and the addition
of the position of Librarian II, Head of Technical Services,
Salary Range 36, as shown on Exhibit A, attached hereto and made
a part thereof, and as described in the attached job description.

LIBRARIAN II
HEAD OF TECHNICAL SERVICES
Definition This is a professional class in the library series with
full responsibility to direct the Technical Services
Department, and its functions, including ordering and
receiving, cataloging, mechanical processing, and super-
vision of the technical processes personnel.
Examples .%
of Duties 1. Supervises technical processes personnel; arranges
schedules and assignments; supervises volunteer -assistants.
2. Does descriptive cataloging and works with automated
cataloging system.
3. Supervises the maintenance of public catalogs.
4. Attends conferences and meetings; reads professional
literature; reviews and reports on new technological devel-
opments.
5. Coordinates technical processes functions with other
library departments.
6. Assists and recommends to tho Library Director policies
and procedures relating to the technical services function.
7. Supervises and directs mending and binding preparation
procedures, inventories, and the maintenance of special
collections and projects.
8. DirActs in-service training programs for technical
processes personnel.
9. Supervises"supply inventories and requests technical
processes supplies; supervises equipment maintencance.
10. Interprets and explains technical services functions
to the staff and public.
11. Maintains technical services records and statistics;
prepares reports.
12. Reports on problem areas and recommends procedural. changes.
13. Reviews personnel records, makes efficiency reports, and
interviews applicants for new positions.
Employment
Standards Graduation from ALA accredited library school. Minimum of
two years supervisory experience; minimum 5-7 years recent
cataloging duties, with sufficient knowledge of Spanish to
catalog Spanish language materials. +
