STATEMENT OF THE MATTER
REQUEST:
On April 19, 1977 the City Council considered street name change to name Sevilla Way in La Costa because of a conflict with Seville Way in the Laguna Riviera section of the City. At the
change of the street name change because: . public hearing a residence of Sevilla Way in La Costa protested the
1. The City maps were in error and it could not be determined if
there was a conf1i.ct.
2. The residents on Sevilla Way were not notified of the Planning Commission hearing.
The City Council directed staff to re-hold a hearing to make sure everyone was properly noticed, and to determine the correct names of the streets.
. The notice of the Planning Commission meeting was hand delivered to all homes on Sevilla Way in La Costa, and mailed to all homes on
Seville Way in Laguna Riviera. However, no one appeared at the
Planning Commission hearing. Notices have been again distributed in the same manner for the pending City Council meeting.

The inconsistency in street names were errmon our mapping. All final subdivision maps and the existing street name signs indicate
Sevilla Way for both areas.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, CHANGING A CERTAIN
CONFLICTING STREET NAME IN THE CITY OF CARLSBAD
PURSUANT TO CITY COUNCIL POLICY STATEMENT NO.
20. CASE NO. : SNC 111-2
APPLICANT: CITY OF CARLSBAD
WHEREAS, the Planning Commission by the adoption cf
Resolution No, 1370 recommended to change certain strest ri ame
as provided by City Council Policy No. 20; and
WHEREAS, a public hearing to consider the subject street
name change was held at the time and in the place specified
in the public notice on May 25, 1977; and
WHEREAS, the City Council has determined it to be in the
public interest to change the street name;
NOW, THEP-EFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
1. That the above recitations are true and correct;
2. That approval is granted for a street name change as
follows:
Sevilla Way (La Costa) to Sacada Circle
3. That the Council determines it to be in the pblic
interest to accomplish the name change but on a delayed basis
to allow an adjustment period;
4. That: said change is to be effective in 90 days.

RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL FOR
CHAlUGING A CONFLICTING STREET NAME IN THE CITY OF
CARLSBAD PURSUANT TO CITY COUNCIL POLICY STATEMENT
NO, 20. CASE NO.: SNC 111-2
APPLICANT : CITY OF CARLSBAD
WHEREAS, in accordance with subject policy, a request t
change a certain street name, as follows:
Sevilla Way (La Costa) to Sacada Circle
has been filed with the City of Carlsbad and referred to the
Planning Commission; and
WHEREAS, said request constitutes a legal request as
provided by City Council Policy Statement No. 20; and
WHEREAS, the public hearing to consider the subject street
name change was held at the time and in the place specified
in the public notice on May 25, 1977; and
WHEREAS, at said public hearing, the Planning Commission
heard and considered the testimony and arguments, if any,
of all persons who desired to be heard regarding the subject
street name change request.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission
the City of Carlsbad as follows:
That the above recitations are true and correct;
That approval is granted for a street name change as follows:

REQUEST: TO CHANGE THE NAME OF SEVILLA WAY (LA COSTA)
TO SACADA CIRCLE.
RECOMMENDATION
It is recommended that the Planning Commission APPROVE the
proposed street name change of Sevilla Way (La -to Sacada
Circle for the following reasons:

Streets with the same name make it difficult
for emergency vehicles to respond to correct
locations.
Sevilla Way in La Costa is only partially
developed and has fewer residents than the Sevilla in Laguna Riviera.
The Sevilla in Laguna Riviera is fully dev- eloped and has more residents.
City Council policy No. 20 indicates that
Sevilla Way (La Costa) should be designated
as "Circle".
If Commission wishes to use a name other than "Sacada", an
approved (police & fire) name list is attached. Also, if the Commission finds it difficult to make the proposed change, a designation change to Circle would be more satisfactory than no change at all. Any change should be effective 90 day's
after the Final Resolution.
BACKGROUND
The City initiated a name change for Sevilla Way (La Costa) as
there was a conflict with Sevilla Way in Laguna Riviera. The
proposed change was approved by the Planning Commission on March
23, 1977. The Council returned the item to the Commission on April 19, as there was some question whether the La Costa name was "Sevilla" or "Seville". City maps had been inconsistent in the spelling.

DISCUSSION
Staff made a check of the tract maps for both streets. The
correct spelling of both streets is "Sevilla Way". The Sevilla
in Laguna Riviera was recorded in April of 1972 and the Sevilla
in La Costa in June of 1968 (Please see summary sheet for further discussion) .
