Since that time he has been evaluating work done to ate-in an effort to establish a program of work covering the preparation of a Redevelopment Plan for the Central Business District. The program of work (attached) is now complete and the Coordinator has started Phase I. Base mapping is essentially complete and indexing has begun as noted in item A. Item B "Land Use Inventory" will be initiated within the next week. Hopefully items C and D will be accomplished concurrently, thereby minimizing the amount of field time necessary to complete the first phase of the program. Mr. Jack Henthorn, the Redevelopment Coordinator, will be present to answer any questions you may have. It was moved that the Redevelopment Directors accept the time-table proposed, as outlined by the Redevelopment Coordinator. FORM PLANNING 73 \ A MEMORANDUM - MAY 16, 1977 .- TO : .PAUL BUSSEY, CITY MANAGER VIA : JAMES C. HAGAMAN, PLANNING FROM: JACK HENTHORN, REDEVELOPMENT COORDINATOR SUBJECT : WORK PROGRAM - CBD INTRODUCTION A review of available information relative to the Carlsbad Central Business District has been completed. The review has resulted in the conclusion that available data, while serving as an adequate base, requires updating and compilation into a usable format. Upon reaching the above noted conclusion, an effort to develop a "preliminary" work program was instituted. The result of this effort is attached for your review and comment. The program, as you will note, is relatively general and should be viewed as a "First Shot" which will undoubtedly require refinement as we pro- gress. The work program consists of three phases; "Data Base Establishment", "Plan Formulation" and "implementation". It will permit orderly development of a comprehensive data base and concurrent establishment of community contacts requisite to successful plan formulation and . implementation. PSCOMMENDATION It is recommended that Phase I of the work program be initiated immediately and that contacts be made with the Chamber of Commerce, Village Merchants Association, and such ather groups and individuals as you might recommend. TIMING At the present time it is estimated that Phase I, plus that portion of Phase I1 through the development of the preliminary plan can be accomplished in 5-7 months. This estimate is based upon utilization of existing data, with primary analysis being performed by the Re- development, Coordinator with review by the department having primary responsibility for the given subject area. The remainder of the work program will probably entail another 6 to 8 months. However, until preliminary data preparation is initiated, it is impossible to ascer- tain with any certainty what time frame will ultimately result. One possible method of shortening the front end time frame is to utilize one of the planning department's contract employee's on a time as available basis. this program to be accomplished concurrently with record analysis items ~ Thus would permit the field work portion of I If all goes rnent of the allocation purposes. well, this tentakive time table will permit establish- 77-78 equalized roll as the base year roll for tax FISCAL IMPACT As noted above, little direct fiscal impact is anticipated in Phase I. However, Phase I1 could require a significant amount of-input from planning and public works. I will be better able to quantify this statement after a dialogue has been established between the staff, the agency and the business community. I do not anticipate a need for consultant services unless future studies indicate a need for highly specialized services to resolve issues of substance. It may be necessary to contract for some cartographic services, and the printing of the various documents which are required by law to be widely distributed. These costs, however, should be minimal, i.e, under $500 total.
