Mgr Subject:REQUEST TO OPERATE PAWN SHOP - Lorraine V. Rosas and John E. Rosas Statement of the Matter Lorraine V. Rosas and John E. Rosas", owners of the Treasure Chest, 540 Elm Avenue, and Johnny's House of Glass, 548 Elm Avenue, by letter dated May 31, 1977, have requested a permit to operate a Pawn Shop in the City of Carlsbad. Section 5.08.120 of the Municipal Code, a copy of which states "Any person wishing to engage in the business of pawnbroker shall first obtain a written permit from the so to do, and if permitted shall pay a business license per year". Exhibits 1. Letter from Lorraine V. and John E. Rosas dated 2. Copy of Section 5.08.120 of the Municipal Code. 3. Memorandum dated June 10, 1977 from.W. T. Ready is attached, being a City Council fee of $150.00 COPY May 31, 1977. to the Chief of Police, Recommendation This may be an appropriate time to consider if the City Council wishes to place some controls on this and certain other uses in the village area.
