STATEMENT OF THE MATTER -- REQUEST : The County of San Diego, Department of Sanitation. and Flood Control i requesting a County public works facility, the Palomar Solid Was,te Transfer Station. Under paragraph seven of the Sewer Moratorium Ordinance (Ordinance No 7048), the City Council has the prerogative to-grant exceptions for projects for other agencies if the project is necessary and in the pu' interest. The County Department of Sanitation is preparing applicatior for General Plan Amendment, Zone Change and Conditional Use Permit for a solid waste transfer station. The site of thi: station is east of El Camino Real and north of Palomar Airpc Road immediately behind the Carlsbad Municipal Water Distric Office. Under paragraph seven of Ordinance 7048, the City Council may grant exceptions for projects for other agencie: if the project is necessary and in the public interest. Telephoi REF: SFCL? - i JUN 2 11977 ,' Mr. Paul Bussey, City Manager City of Carlsbad 1200 Elm Avenue Carlsbad, CA 92008 SUBJECT: Palomar Solid Waste Transfer Station - Impact on Carlsbad Sewer Facilities Permit and plan ainendment applications are being prepared for the Palomar Solid Waste Transfer Station, a County public works facility. This station will provide for the milling, resource recovery, compacting, and transfer of municipal solid waste to County-operated landfills. employees will generate approximately 1000 gallons per day of sewage. It is our understanding that a sewer moratorium is in effect in the City of Carlsbad. Until sewer capacity is available, transfer station sewage will be handled by a septic system. Because our proposed plant will not impact your sewer system, I recommend that you authorize acceptance of our permit and amendment applications.
