Atty. / DEPARTMENT: FTRR_DEPARTMENT _ C. Mgr. Subject: AUTOMATIC AID AGREEMENT/CARLSBAD-OCEANSIDE Statement of the Matter A three -and -one -half -month trial period has taken place between Oceanside and Carlsbad Fire Departments to evaluate the need, benefits, and feasibility of automatic aid responses. At the end of the trial period, a study was conducted to analyze the number of calls, time involved, communications, training needs, administrative work loads, and costs. The experience has shown a definite need for a direct emergency telephone line to be installed between Oceanside dispatchers and Carlsbad dispatchers. This is necessary due to time lost in dispatching procedures under the present system. All other facets of the system appear to be functioning adequately at this time. Approximate installation cost of a direct telephone line would be $100.00, plus a monthly rate of approximately $25.00. Exhibit 1. Automatic Aid Boundaries Map 2. Automatic Aid Agreement 3. Resolution No..6-1161 Recommendation That the City of Carlsbad enter into a contractual automatic aid agreement with the City of Oceanside, and that a direct telephone communication line be installed between Carlsbad and Oceanside dispatch centers. If Council concurs, to adopt Resolution No. 6-/31 authorizing the City Manager to execute the Automatic Aid Agreement 7-5-77 Resolution #5131 was adopted, authorizing the City Manager to execute agreement for Automatic Aid with the City of Oceanside. CARLSBAD FIRE DEPARTMENT MEMORANDUM TO: CITY MANAGER DATE: 5-13-77 FROM: FIRE CHIEF SUBJECT: AUTOMATIC AID Chief Rosenquist and I have reviewed the facts and functions of the Automatic Aid Plan and after 3;: months of operation feel that the system is working very effectively. We have averaged approximately eight calls per month with very little service actually being rendered. However, should the need have been present, it would have proved very valuable. In discussing the program with aii concerned, including the dispatchers, it is felt that a "hot line" between the two police departments is necessary for dispatching. The cost of putting in a "hot line" would be approximately $100.00 and a monthly rate of approximately $25.00, and we would recommend that this be done. Our recommendation is to continue with the Automatic Aid Agreement and that it be formalized between the two cities by asking the City Council to enter into the attached agree- ment. MeKThompson \_V, I RESOLUTION NO. 5131 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENT FOR AUTOMATIC AID WITH CITY OF OCEANSIDE. 5BE IT RESOLVED by the City Council of the City of Carlsbad, 8 California, as follows: 7 1.
