City Mgr. .R, J SUBJECT: SURVEY AREA DESIGNATION STATEMENT OF THE MATTER REQUEST : In the Redevelopment Coordinator's .effort to formulate a program of work for the Central Business District, all available relevant information was reviewed. Following this review, the Coordinator recommended that survey area boundaries be established to permit project feasibility analysis as provided by the Community Redevelopment Law, Chapter 4, Article 2 Section 33310-33312(b). (See attached report). RECOMMENDATION: That the Council adopt the attached resolution designating a redevelopment survey area. FORM PLANNING 73 1 2 3 4 5 6 7 a 9 10 11 12 ci . k 0 1E 19 2c 23 22 22 24 25 26 27 2E RESOLUTION NO. 5140 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAFUSBAD, CALIFORNIA, DESIGNATING A CERTAIN AREA WITHIN THE CITY OF CARLSBAD AS A REDEVELOPMENT SURVEY AREA. WHEREAS, Section 33310 of the Health and Safety Code of the State of California provides that the City Council may by resolution designate redevelopment survey areas; and WHEREAS, Health and Safety Code Section 33312 requires that such resolutions contain a finding that the area requires a study to determine if a redevelopment project or projects within said area are feasible, and a description of the boundaries of the area designated; and WHEREAS, the purpose of establishing survey areas is to identify the territory which is to be studied for the possible designation of a project area or areas. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the City Council finds that the following describe1 area requires study to determine if a redevelopment project or projects within said area are feasible. 3. Said area shall include all land which is a part of 'the corporate limits of the City of Carlsbad and is bounded to the north by the City limits; to the east by the westerly edge of the right-of-way for the Interstate 5 Freeway; to the south by the southerly edge of the right-of-way of Cannon Road; and to the we.st by the historic mean high tide line of the Pacific Ocean 4.
