Statement of the Matter
Chuck Grafft's term as chairman of the Mayor's Youth Committee
expired -upon graduation in June, 1977. It is now necessary to
fill the chairman vacancy as set forth in Resolution No. 3683.

1 RESOLUTION NO. 3683
2 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA CREATING
3 AND ESTABLISHING THE MAYOR'S YOUTH
COMMITTEE.

5 WHEREAS, this committee was established in September, 1970
6 by authority of the City Council; and
7 WHEREAS, it is the purpose of this committee to express the
$ needs of youth in the community on matters affecting the youth
91of the City, this committee is hereby established.
10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
11 City of Carlsbad, California as follows:
12I Section 1. A City committee known as the Mayor's Youth
13(Committee is authorized and will be appointed by the authority
14If the City Council.
15 Section 2. This committee shall be an advisory committee
16 composed of members from the City of Carlsbad's schools and
17,outh clubs.
18 Section 3. This committee shall be charged with making
lg recommendations to the Council for those matters affecting the
20 outh of the community as related to City fu, :;ti:ons.
21 Section 4. The committee shall consist of a chairman appointee
22 y the Mayor with the consent and concurrence of the Council, and a
23 membership whose total shall be constituted by that number which
24 rovides for two designated representatives from each school and
25 youth club in the City. Such representatives shall be confirmed fo:
26 appointment by a voice vote of the Council, the majority, of the
27 ouncil present at the time the vote was taken concurring. The
28 0hairman, with the consent and concurrence of a simple majority of

the appointed committee, shall be empowered to select and designate
members to any subcommittee as he deems necessary and appropriate.
Section 5. Meetings shall be governed by Robert's Rules of
Order.
Section 6. The committee shall meet at the discretion of the
committee or upon request of the City Council. Minutes of each
meeting forwarded to the Mayor and City Manager within two weeks
after the meeting date. Periodic reports of progress and activity
Ishall be submitted to the City Council at periods not less than
each calendar quarter.
Section 7. A member of the Council shall be appointed as
liaison to this committee.
Section 8. Members shall serve without compensation.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, held on the 1st day
of July , 1975, by the following vote, to wit:

RESOLUTION NO. 5174
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA APPOINTING
CHAIRMAN TO THE MAYOR'S YOUTH COMMITTEE
WHEREAS, CITY COUNCIL RESOLUTION NO. 3683 established the
Mayor's Youth Committee; and
WHEREAS, said resolution prescribes the method of appointing
a chairman and members to said committee;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California as follows:
Section 1. That the above recitations are true and correct.
Section 2. That the following person is hereby appointed to
serve as chairman of the Mayor's Youth Committee:

Section 3. That the remaining members will be appointed and
confirmed in the manner prescribed in Resolution No. 3683
PASSED, APPROVED AND ADOPTED by the City Council of the
City of Carlsbad, California, at a regular meeting held on the
day of 1977, by the following vote,
