A -- SUBJECT: Section 8 Housing Request - Alicante Road ST TEMENT OF THE 14ATTER The City has received a letter from HUD (U.S. Department of Housing and Urban Development) notifying us that the Shapell Company has proposed construction of 100 residential units in La Costa under the Section 8 Housing Assistance Payments Program for new construction. The units are to be one bedroom, for elderly residents. HUD has asked the City to comment on the conformity of the application with our local Housing Assistance Plan (HAP). The HAP does recognize a need for new low income elderly construction in Census Tract 200.03 (La Costa). The City did not receive specific information on the project location or design. Staff's understanding is that the units are to be built on a 2.639 acre site, resulting in a density of 38 du/acre. This exceeds the maximum allo;rable General Plan density. In addition, there is the problem with sewer capability.
