BULLOCK'S STORE AT PLAZA CAMINO REAL.

REQUEST :
On August 2, 1977, the City Council approved the precise plan of
development for the Plaza Camino Real expansion (PP-24). One of
conditions of approval of the City Council Resolution No. 5166
reads as follows:
8. Prior to the issuance of building permits
for the two new department stores, the
developer shall submit building elevations
to the City Council for review and approval.
The architect for the proposed Bullock's store has submitted elevations for Council approval. Staff has analized the proposal in the attached report. Additional materials will be presented by the architect at the meeting.

RECOMMENDATION:
Staff recommends that the City Council by minute motion, approve
the proposed elevations for the Bullock's Store at Plaza Camino Real as shown on Exhibit "A" dated September 1, 1977.

SUBJECT : ANALYSTS OF PROPOSED BUILDING ELEVATIONS OF THE
BULLOCK'S STORE AT PLAZA CAMINO REAL.
Staff feels that the key issues that must be addressed in review of
the proposed elevations are as follows:
1. Is the City going to require a "Hispanic Motif" for the pro-
posed Bullock's?
2. Are the proposed colors and materials compatible with the
existing structures?
3. Is the scale of the proposed building compatible with the existing and future structures?
For obvious reasons, after reviewing the proposed elevations, the
question of "Hispanic Motif" must be addressed first. The proposed
elevations can not in any way be described as "Hispanic". Staff
feels that this requirement can be dispensed with for the following
reasons :
a) No where in the documentation for the recently
approved precise plan for the Plaza expansion
is there reference to a requirement for "Hispanic Motif.
b) The existing May Company Store cannot be defined
as "Hispanic" and the existing mall elevations
only contain pseudo characteristics of "Hispanic" design such as the arches at the major entrances.
c) The proposed Bullock's store location is approx- imately 1400 feet west of El Camino Real. The existing outbuildings adjacent to El Camino Real (i.e., Cocos/Reubens) have been built with some "Hispanic" characteristics such as red tile roofs.
Their relationship along the El Camino Real cor-
ridor will not be impacted by the proposed Bullock's
store.
Staff feels, if the question of "Hispanic Motif" can be eliminated,
the key concerns lie in the second and third issues mentioned above.
Staff has taken the "materials board" supplied by the project ar- chitect to the Plaza and compared the proposed colors and materials with the existing structures. The colors of the proposed Bullock's can be found in different proportions throughout the existing center
with one possible exception. The proposed color accent for the
sidewalks in front of Bullock's is a bright red, different than
the existing red tones at the Plaza. Staff would suggest a red tone of the accent comparable with the glazed tiles used as accent
at the mall entrances. The materials are for the most part con-
sistent with those existing. For example, the proposed fluted
block is very similar to that used on the May Company store.
The proposed Bullock's does include a feature not presently found
at the Plaza. That is the proposed mirrored glass treatment at the
two entrances into Bullock's. Staff feels that although this pro-
posal is unique, it would still be compatible. Generally, the exist-
ing and proposed mall elevations are very plain and unobtrusive and the existing and future development stores will provide a unique individual style of their own while still providing for overall com- patibility.
The final issue has to do with the dimensional relationships at the Plaza. The proposed Bullock's store would be the highest building
at the Plaza (approximately 56 feet). The existing May Company is
approximately 52 feet high and the highest part of the Pennys Store
is approximately 40 feet high. The ,ma11 stores are approximately
20 feet high. These dimensions are only rough field estimates and measured from the adjoining sidewalk along Marron Road.
The proposed height of Bullock's will be compatible with the overall Plaza because of the scale of total building area and the size of the site. Also, the site is bounded on the north by a freeway that provides a wide expanse to the closest structures in Oceanside and on the south by a cut slope approximately 100 feet high.
One fact on the proposed height that must be discussed is the current zoning ordinance does not permit any structure over 35 feet in height. The Council will be considering a Zone Code Amendment
on September 6, 1977. Obviously the approval of the proposed
height of Bullock's is contingent upon approval of the code amendment
and compliance with its requirements.
