In accordance with City Council instructions of July 16, 1977,
directing salary increases of five percent (5%) for Management
Employees, the attached Executive Compensation Plan with
attachments is returned for City Council action.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING
AN EXECUTIVE COMPENSA'PION PLAN FOR CER-
TAIN MANAGsMENT PERSONNEL FOR THE
1977-78 FISCAL YEAR.
WHEREAS, the City Council, upon recommendation of the City
Manager, has determined to make adjustments in compensation
for certain managemant personnel';
NOW THERE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the Executive Compensation Plan set forth in
Exhibit A, attached hereto and made a part thereof, is adopted
as the compensation plan for all.employees covered by said
plan for Fiscal Year 1977-78.
3. That the plan adopted by this resolution shall be
effective beginning July 1, 1977, and shall supercede any
previously adopted salary plan,*minute motion, or Memorandum
of Understanding which grants,'confers or creates benefits
exclusively for management employees.
PASSED APPROVED AND ADOPTED at a regular meeting of the
City Council on the 6th day of September 1977, by the
following vote, to wit:

EXECUTIVE COMPENSATION PLAN
I. PURPOSE
The purpose of this attachment is to consolidate into a single
document all those elements that constitute the Executive Compen-
sation Plan (ECP) which have been authorized through�•a variety
of authorities.. The ECP has been divided into two sections:
Non -Salary Compensation,
Executive Salary Schedule.
II. DEFINITIONS
Management employees are defined under the provisions of Carlsbad
Municipal Code Section 2.48.030 (7). With the exception of the
Position of Police Captain, all positions listed in 2.48.030 (7)
shall be compensated according to the provisions of the ECP.
Compensation for the position of Police Captain shall be catermined
according to the prevailing Memorandum of Understanding with the
Carlsbad Police Officers' Association.
A. MANAGEMENT GROUPS
Dde to the fact that there is a mix of unclassified and
classified positions in management, management personnel shall
be divided into three groups for the purpose of administering
the ECP:
GROUP A: CITY COUNCIL EMPLOYEES. The City Manager and City
Attorney are hired by and responsible directly to the
City Council. The salaries for these positions shall be
set by the City Council. The non -salary compensation
provisions of the ECP shall apply to these positions
except as otherwise provided in this plan.
GROUP B: UNCLASSIFIED MANAGEMENT PERSONNEL. These are
management personnel appointed by the City Manager,
exempt from the provision of the Personnel Ordinance
(Carlsbad Municipal Code 2.44) except as provided under
Carlsbad Municipal Code 2.44.080. The personnel rules
relating to attendance and leaves shall apply to the
incumL•ents of all positions included in this group as
provided by Carlsbad Municpal Code 2.44.080.
GROUP C: CLASSIFIED MANAGEMENT PERSONNEL. These are manage-
ment personnel appointed by the City Manager who are
not exempt from the provisions of the Personnel Ordinance
(Carlsbad Municipal Code 2.44).

B. MANAGEMENT LEVEL
Management personnel shall be placed into an appropriate
management level in order to establish the level of compen-
sation. Management levels are defined as follows:
Management Level I - Department Heac.s, Assistant City
Manager, Assistant to the City Manager and Administrative
Assistant.
Management Level II - All other positions designated
under Carlsbad Municipal Code 2.48.030 (7).
Appendix A indicates the group and management level of all
management employees.
III. EXECUTIVE COMPENSATION PLAN
A. NC;'�-SALARY COMPENSATION
Management personnel shall receive non -salary compensation
as indicated under the Schedule of Benefits.
B. EXECUTIVE SALARY SCHEDULE
The City Council shall from time to time adopt a Salary
Plan. The Salary Plan.shall contain an Executive Salary
Schedule which will establish a salary range for each manage-
ment level position except City Manager and City Attorney.
The Executive Salary Schedule shall be administered by the
City Manager. The City Manager shall have authority to
determine the point on the range authorized for each management
employee within the range established for the position at
any time. Such adt.ustment shall be made at the sole discre-
tion of the City Manager.
The City Council shall from time to time adopt a Salary
Schedule for Council appointed employees. The City Council
shall designate the point on the salary range at which it is
appropriate to compensate each Council appointed employee.
The Salary Schedule for Council appointed employees and
the Executive Salary Schedule, as adopted from time to time
shall become a part of this plan and shall be amended thereto.
SCHEDULE OF BENEFITS (Reference III., A.)
1. LIFE INSURANCE. All management personnel, including
the City Manager and City Attorney shall receive city paid
life insurance in an amount equal to their annual salary. In any case where
salary amounts exceed incrciients of $1,000, the n6xt higher amount of $1,000

shall be the limitation of the -amount of individual insurance
upon which the city shall make premium payments.
2. RETIREMEN•T. All managment personnel, including the City
Manager anT-City Attorney shall participate in the Public
Employees' Retirement System and Social Security System on
the same basis as other employees of their respective departments.
Management level employees in the Police and Fire Departments
(safety members only) shall participate in the Public Employees'
Retirement System on the same basis as other safety members
within their respective departments.
3., VACATIONS. All management personnel, except as provided
below, shall be granted and allowed to accumulate vacation
on a basis equal to that of other employees in their respective
department and in accordance with existing personnel rules and
regulations (see Carlsbad Municipal Code 2.44.080). Manage-
ment level employees in the Police and Fire Department (safety
members only) shall be granted and allowed to accumulate
vacation on the same basis as other safety members within their
departments. The City Attorney shall be granted fifteen (15)
days of vacation annually. The City Manager and City Attorney
shall be allowed to accumulate up to forty (40) days of
vacation.
4. EXECUTIVE LEAVE. All management personnel., including the
City Manager and City Attorney, shall be granted executive
leave as provided in this plan except in those cases wherein
t1 incumbents of management positions as a regular practice
are compensated for time worked in excess of forty (40) hours
per week. Management personnel authorized to receive executive
leave, may at the discretion df the City Manager, be absent
from work with pay for a total of six (6) days, if at
Management Level I, and four (4) days if at Management Level II,,
during any fiscal year.
The appropriate amount of Executive Leave will be credited
to each management level employee at the start of the fiscal
year and all such leave must be used d1iring that fiscal year
and will not accumulate from year to year. For management
leve?, employees hired after the start of the fiscal year, an
appropriate amount of leave will be granted on a pro-rata basis.
5. CREDIT FOR PREVIOUS SERVICE IN DETERMINING VACATION ACCRUAL
ELIGIBILITY. All management personnel, including the City
Manager and City Attorney, with prior comparable professional
service, other than with the City of Carlsbad, shall be
granted credit for one-third (1/3) of such previous service
to count toward vacation accrual eligibility as prescribed
by the personnel rules and regulations. Prior service

for all management personnel, except the City Manager and
City Attorney, shall be evaluated by the City Manager and
at'the discretion of the City Manager an appropriate amount
.of credit may be granted not to exceed the limits stated above.
The City Council shall determine the amount of credit that the
City Manager and City Attorney shall receive.
6. SICK LEAVE. All management personnel includ-ing the City
Manager and City Attorney, shall be granted sick leave on a
basis equal to that of all other employees in their respective
department and in accordance with existing personnel -rules
and regulations. In any case where a cash settlement for
accrued sick leave is applicable to other employees of their
respective departments, the same shall apply to management
personnel.
7. HOLIDAYS. All management personnel including the City
Manager and City Attorney shall enjoy paid holidays on the same
basis as those granted to other employees of their respective
departments and in accordance with existing provisions of per-
sonnel rules and regulations.
8. HEALTH, MEDICAL AND INCOME PROTECTION INSURANCE. All
management personnel including the City Manager and City
Attorney shall be granted city paid health, medical, and
income protection insurance coverage equal to that provided
other employees in their respective departments.
