statement of the Matter
After reviewing a traffic speed survey at its September 6, 1977 meeting, the
Commission recommended that a 45 m.p.h. speed zone be established on all of
La Costa Avenue fron, El Camino Real to Rancho Santa Fe Road. The Commission
felt that the above thoroughfare was approaching an appreciable volume of
traffic where such speed zoning may help facilitate the orderly movement of
traffic.

a prima facie speed limit on a portion of La Costa Ave.
10-4-77 Ordinance #3107 was given a second reading and adopted.

SUBJECT: Speed Zone - La Costa Avenue
After reviewing an "engineering and traffic survey" it its last meeting,
the Traffic Safety Commission recommended that a 45 m.p.h. zpeed zone be
established on La Costa Avenue.
As defined in the California Vehicle Code, an engineering and traffic sur-
vey is t'a survey of highway and traffic conditions in accordance with
methods determined by the (State) Department of Public Works for use by
State and local authcrities." The survey shall include a consideration
of the following:
I. Prevailing Speeds as Determined by Traffic Engineering Measurements;
Speed zone traffic data was compiled at three locations on La Costa Avenue:
a) Between E1 Camino Real and Nueva Castilla Way;
b) Between Viejos Castilla Way and Calle Madera; and
c) Between Romeria Street and Cadencia Street.
The critical speeds at each of these locations are indicated on the'Speed
zone Survey.
Experience has shown that the critical speed (that speed at or below which A
85% of the traffic is moving) is the one characteristic of traffic speeds
most nearly confon-aing to a safe and reasonable limit. For practical pur-
poses, the 5 m.p.h. increment at o, immediately below the 85th percentile
is the numerical value properly selected for posting a realistic and en-
forceable speed limit.
Even though the critical speed is above 50 m.p.h. at the east end of La
Costa Avenue, the Commission felt that this would drop slightly as the
traffic volumes increased. This is what happened at the west end of La
Costa Avenue, and is one of the reasons the Commission felt that a 45
m.p.h. speed zone is justified.
II. Accident Records
The accidents and their severity kinjury, property damage only) for the
last four years are indicated by squares on the Speed Zone Survey. La
Costa Avenue has had a very safe accident history. As volumes continue
to increase, every effort should be maul to keep the accident rate low.
One of these efforts is selecting the proper speed limit.

III. Highway,_Traffic,and Roadside Conditions
The speed survey form provides information about roadway widths, number of
lanes, existing signing and signals, traffic volumes, roadway alignment,
approximate location of intersecting streets, and other general roadside
characteristics. '
Unusually short speed zones (i.e., less than half a mile in length) should•
be avoided whenever possible.

OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10,
CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE
BY THE ADDITION OF SECTION 10.44.070 TO
4 ESTABLISH A PRIMA FACIE SPEED LIMIT ON A
PORTION OF LA COSTA AVENUE

6 The City Council of the City of Carlsbad does hereby
7 ordain as follows:
8 That Title 10, Chapter 10.44, of the Carlsbad Municipal
9 Coc: is amended by the addition of Section 10.44.070 to read as
10 follows:
11 "10.44.070 La Costa Avenue. The prima facie speed
3.2 limit on La Costa Avenue from its intersection with El Camino
13 Real to its intersection with Rancho Santa Fe Road is hereby
14 determined and declared to be forty-five miles per hour."
15 EFFECTIVE DATE: This ordinance shall be effective
16 thirty days after its adoption,. and the City Clerk shall certify
17 to the adoption of this ordinance and cause it to be published
18 at least once in the Carlsbad Journal within fifteen days after
19 its adoption.

21 Carlsbad City Council held on the 20th day of September ,
