Statement of the Matter -
The Woodward Companies, developer of Corona La Costa Subdivision at La Costa
Avenue and Cadencia Street, are requesting to close off the public sidewalk
in front of their model home complex for a period of approximately one year.
The landscaping plan was approved by the Bu,ilding Department. indicates a fence in the parking lane supported by concrete block bases
16 inches square spaced every 8 feet for a length of approximately 225 linear
feet of public sidewalk area.

SUBJECT: Model Home Complexes - Landscaping Plans - Encroachments into Public Right of Way ,
Recent model home complexes, such as Shape11 and Chaparral projects, have utilized street rights of way for landscaping and fencing. encroachments have been processed through City Council as required by ordinance. These above-ground
In some cases, however, model home complexes have been developed with the intention of constructing fences along the curb line of the abutting street. Such an encroachment by ordinance would require Council approval. On a more practical note, fencing along the curb line adjacent to model home complexes is not acceptable for the following reasons:

The pedestrian traffic along the street is impeded. problem as subdivision houses become occupied in the neighborhood.
Parking along the street is impeded. there is a fence along the curb or in the gutter.

Two recent examples where model home complexes have been required to remove fencing in the sidewalk area are Pardee's Santa Fe Glens and Kaiser-Aetna's
Rancho Ponderosa.
Recently another model complex, Woodward Company's Corona La Costa (Permit No.
76-265), received landscaping plan approval from the Parks and Recreation Department, Planning Department, and Building Department. 4' 4" high picket fence in the gutter anchored by a 16"x 16", 12" high slump block base every 8 feet for a distance of approximately 225 lineal feet of gutter.

The developer is using this landscaping plan approval as justification for placing the fence obstruction in the gutter area.
In reviewing model complex landscaping plans, please either:

require the sidewalk and parking lane area to be free of fencing, or
route the plans through the Engineering Department for review.
This will eliminate unpleasant situations in the future. A
