Mgr. _ \\_ ~ Subject: CONCEPT OF SAN DIEGO STATE OFF CAMPUS SITE/NORTH COUNTY Dr. John MacDonald, President, MiraCosta College Statement of the Matter Dr. John MacDonald, President, MiraCosta College, has requested the opportunity to address the Council relative to obtaining support for a North County San Diego State off campus facility. The North County Committee for Expansion of Degree Programs, S.D.S.U., has been spearheading an effort to bring upper division degree programs to North County. This concept, wherein existing buildings in North County could be used as lecture halls (where laboratory work is not required), has been gaining support with both residents and North County educators. At the present time only extension courses are offered off campus. Council action 10-4-77 Resolution #5228 was adopted, in support of San Diego State University North County Center. September 19, 1977 BACKGROUND - NORTH COUNTY SUPPORT FOR OFF CAMPUS SITE SAN DIEGO STATE Spearheaded by Carol Cox, North County Committee for Expansion of Degree Programs, S.D.S.U. For 10 years, since a state study of growth patterns in the county indicated a new college campus in the state university system should be built in the North County, supporters of the idea have periodically been seeking funding for it. Carol Cox is heading the latest attempt which she describes as a "storefront operation" which will offer regular classes to upper division students. This concept, wherein existing buildings in North County could be used as lecture halls (where laboratory work is not required), has been gaining support with residents and North County educators. At the present time only extension courses are offered off campus in the North County area. The committee has contacted all the local Chambers of Commerce, City and Town Councils, A.A.U.W. chapters, Palomar and MiraCosta A.S.B. Boards, Advisory Boards of S.D.S.U., Palomar and MiraCosta Community Colleges, as well as all the State University Board of Trustees. They are contacting Governor Brown and the assemblymen and senators from San Diego County. A meeting has been set for September 20, 1977 at MiraCosta College to obtain views of North County residents regarding higher education opportunities in the North County. Administrators from the California State University and Colleges Chancellor's office and San Diego State University will be present. Data gathered at the meeting will be incorporated into a report for presentation to the Legislature in early October. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 5228 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, IN SUPPORT OF SAN DIEGO STATE UNIVER- SITY NORTH COUNTY CENTER. WHEREAS, Northern San Diego County is experiencing a tre- mendous population explosion; and WHEREAS, it is estimated that 85% of the growth in San Diego County is taking place in North County; and WHEREAS, North San Diego County has some 4,000 students attending San Diego State University on a regular basis; and WHEREAS, these students are commuting on an average of between 50 and 80 miles per day; and WHEREAS, the San Diego State University campus suffers from overcrowded classrooms and parking congestion; and WHEREAS, all San Diego County students including the approxi- mately 20,000 students attending Mira Costa and Palomar Community Colleges have no priority in acceptance at San Diego State Univer- sity; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad endorses the concept of establishing a North San Diego County Center where students may enroll in San Diego State University upper division and graduate programs and receive counseling services.
