The City of Carlsbad Budget for Fiscal Year 1977-78 authorizes the
purchase of a Fast Attack Pumper for the Fire Department. This vehicle
is designed for off -road operation on the grass and brush fires. The
total amount budgeted for the pumper is $40,000 in Revenue Sharing Funds.
Specifications for the pumper have been developed in cooperation with
the Fire Department and are Ancluded in Exhibit "A".

Recommendation
It is recommended the specifications be approved and the Purchasing
Agent be authorized to seek bids for the pumper. If Council concurs,
they should adopt Resolution No. 5�29.
Council Action
10-18-77 Council adopted Resolution No. 5229, approving specifications
and authorizing the Purchasing Agent of the City to invite
b-ids for a Fast Attack Pumper.

GENERAL CONDITIONS
CONSTRUCTION SPECIFICATIONS:
Construction specifications are intended to cover the construction of one
(1) complete workable Fast Attack type fire apparatus., as herein specified;
and to be in compliance with both Federal and California Motor Vehicle
Requirements.
PURCHASER:
As used in these specifications implies the City of Carlsbad or its designated
representatives.
DELIVERY TIME:
Bidder will indicate in calendar days delivery of completed apparatus•,.after
receipt of purchase order. Delivery time will be an important consideration
in award of this bid, and failure to deliver within the time specified shall
be considered a breach of contract. Purchaser shall reserve right to cancel
purchase if late delivery occurs, at no cost to purchaser. Transfer of
possession to the purchaser will have been made when the unit is delivered
and accepted at the purchaser's headquarters station.
A14ARDS:
The, purchaser reserves the right to reject any or all bids. Any changes,
omissions or variations from the specifications or special conditions may be
considered sufticient cause for rejection. Any informality in any bid
received not affected by law, or at variance with the bid conditions, may
be waived at the discretion of the Purchasing Off-icPr and using Engineer.

Basis of award will be the lowest responsible bidder. "Lowest responsible

bidder" as used herein shall mean and include the bidder whose offer is the
most advantageous to the purchaser from the standpoint of price, deviation
from specification, quality, date of delivery, previous experience and
service, workmanship, ease of operation, and availability of spare parts.
BRAND NAMES:
Brand names and numbers, when used, are for refgrence to indicate the
character or quality desired. Equal items will be considered, provided your
offer clearly describes the article. Offers for equal items shall state the
brand and number, or level of quality. The determination of the Purchasing
Agent as to what items are equal shall be final. When Brand, number, or
level of quality is not stated by the bidder, it is understood the offer is
exactly as specified.
CONSTRUCTION DETAILS:
Recognizing that it is impractical for the purchaser to attempt to spell out
every detail, and that production facilities and methods vary, details and
methods of arriving at completion of the contract, where not in conflict
with specifications, are the responsibility of the contractor.
a MATERIALS AND WORKMANSHIP:
All material must equal or exceed specified quality, and work shall be done
and completed in a thorough, workmanlike manner. Notwithstanding any
omissions from these specifications, it shall be the duty of the contractor
to call attention to apparent e�,rors or omissions and to request instructions
before proceeding with the work. The purchaser may, by appropriate written
instructions, correct errors and omissions, which instructions shall be as

binding upon the contractor as though contained in the original specifi-t
cations ana/or drawings. All material and equipment furnished and all, work
done must be satisfactory to the purchaser rrior to final acceptance.
FRAME, MODIFICATION:
No welding or cutting (except frame shortening) will be permitted on the
basic frame without purchaser's approval. Items requiring frame or chassis
attachment will be bolted with SAE grade 5 or better bolts. Existing holes
in the standard truck frame shall be utilized wherever possible. If additional
bolt holes are required, they shall be drilled through the web of the frame,
at least twice the "hole" diameter distant from the start of frame flange
radius.
HEAVY DUTY:
The term "heavy duty" as used in these specifications shall mean that the a
item to which the term is applied shall exceed the usual quantity, quality,
or capacity supplied with standard production vehicles, and it shall be able
to withstand unusual strain, exposure, temperature, wear and use.
CURRENT PRODUCTION:
The vehicle, attachments, and special equipment, as listed in this specifi-
cation, must be new, most current production items manufactured for adaption
to each other. �!k
WARRANTY -CHASSIS:
Bidder shall provide a written guarantee to the effect that defective work-
manship and/or parts will be repaired or replaced free of charge for a period

of one (1) year following date the apparatus is finally accepted by the
purchaser. All arrangements necessary to comply with the guarantee shall
be made by and at the expense of the bidder regardless of manufacturer of
parts or location of equipment. Such remedial work shall be performed at
the site selected by the purchaser, or in the event apparatus or equipment
must leave the purchase area for remedial action, then the contractor shall
pay expenses of transport.
DELIVERY:
Final acceptance will be made at the purchaser's designated location. The
manufacturer will provide necessary training at time of acceptance.

GENERAL SPECIFICATIONS

APPLICABLE SPECIFICATIONS:
The vehicles shall in all respects meet or exceed all requirements of the
Federal Government for safety standards and shall meet or exceed all re-
quirements of the California Vehicle Code, the California Administrative
Code, and exhaust and crankcase emission control.
The term "heavy duty" as used in these specifications shall mean that the
item to which the term is applied shall exceed the usual quantity, quality,

or capacity supplied with standard production vehicles; and it shall be able
to withstand unusual strain, exposure, temperature,�wear and use.
The terms "factory installed" as used in these specifications shall mean
that the items or accessories so designated shall be installed at the factory
by the manufacturer during production of the vehicle.
Prior to delivery new vehicle must be completely serviced by successful
bidder; also, crankcase, differential and transmission must be filled to
manufacturer's recommended capacity when vehicle arrives at delivery destina-
tion. Regular Manufacturer's Warranty to be furnished on vehicle.
Contracting dealer shall supply City of Carlsbad with two (2) copies each
of Service Manual, Parts List, Special Parts List, and Dealer's Service
Bulletin.
Compliance with bid specifications, will be solely the judgement of the
Purchasing Officer, Fire Chief and Equipment Maintenance Supervisor and
will be final.

CAB
To he conventional type, full bench seat adjustable fore
and aft. Seat to accommodate three (3) adults. Seats
must be provided with approved seat belts. Instrument
panel and sun visors to be heavily padded.
All instruments -and gauges normally supplied must be
provided including: Tachometer - Speedometer -
Ammeter - Ooil Pressure Gauge - Temperature Gauge -
Cigar Lighter and Head Light Switch. MUST BE READABLE
GAUGES.
Two (2) West Coast style stainless steel mirrors must
be provided. Dual electric operated wipers will be
furnished complete with windshield washers.
The lower interior portion of chassis door, as well
as the chassis running board, shall be covered with
lff' aluminum polished treadplate for protection from
marr-ong and excessive wear.
FRONT BUMPER
Front bumper and frame shall be extended, forming a
full 12 inch wide "cab service walkway". Walkway
surface shall -be 1/8" (.125) aluminum diamond plate
with underside heavily reinforced. Each end of
walkway shall be boxed in with 1/8" (.125) aluminum
diamond plate to strengthen and close each end.
The front bumper and grill shall be heavily
chromed.
CHROME TOW HOOKS
Two heavily chromed tow hooks evenly spaced from
center, one each side, shall be provided on the
extended front bumper of chassis.
ELECTRICAL SYSTEM

FUEL SYSTEM
50 Gallon Right Side Step, Fuel Pump to be

equipment furnished with this chassis shall
be furnished.

Body shall be entirely constructed of aluminum.
Aluminum plate, 1/8" (.125) shall be we)Jed to
a high strength aluminum framework stru,ture and
bolted to chassis frame. Complete apparatus body
can be removed from chassis frame independent of
booster tank and cab without burning or cutting.
? It shall be constructed free from all sharp ob-
jects such as bolts, nuts, sharp edges, etc., to
avoid damage to hose.
"Compartment doors" shall be constructed of
s aluminum plate. Doors shall be of the double
wall type construction for strength and resis-
tance to damage. Interior of compartment door
shall be 1/8" aluminum plate and welded to 3/16"
I aluminum exterior plate.
"Compartment Doors" shall be of the overlapping
type, welded aluminum, box pan construction.
Inner plan shall have 95 degree breaks to form
drip rails around inside of door to ensure water
run off to outside and not into the compartments.
All compartment doors shall be equipped with
double catching, two point safety closing latch-
es. Latches to meet all strength requirements
for passenger doors. Federal Motor Vehicle
Safety Standard #206.
"Door Handles" shall be of heavy duty, chrome
plated, D-ring type handles. D-rings shall be
installed in such a manner as to allow easy
grasp while waring protective hand equipment.
Latch mechanism shall be recessed inside double
pan doors with fasteners and mechanism easily
removable. Doors shall be attached with full
length stainless steel piano hinges for maximum
uniform strength to all attached points.
All vertically hinged doors shall be equipped
with a stainless steel spring type door hold -
open device. All doors shall be fully gasketed
with heat resistive "closed cell neoprene sponge"
to ensure water tight seal. Gasket shall have
drip rail shape to ensure positive drainage of ,
water.
Aluminum diamond treadplate shall be installed
over compartments and flanged outward to deflect
water. Each compartment shall be louvered for i
adequate ventilation and shall be individually

lighted with non -glare lights to permit ample
visibility at night.

1/8" aluminum diamond plate. All seams and
joints shall be•;completely sealed.
The body trim package shall include the
following items:
Aluminum extrusion drip rails mounted securely
over rear compartment doors and above lower
side doors.
Two (2) rear stanchion castings mounted on
each side, above the beavertails. '
Four (4) corner castings, one on each corner
of body, shall be welded securely to apparatus body
Corner castings shall be of the molded, polished
aluminum type.
Two (2) handrails shall be mounted- securely to
apparatus body, one each side of beavertails.
i Handrails shall be of the stainless steal
type with chrome stanchions.
€ Two (2) diamond kick plates, mounted at top
f'inside horizontal structural members of beaver-

tween beavertails and securely attached to each

rear step, walkways, shall be of welded aluminum
diamond plate to provide sure footing as well as
a eliminate continuous painting. Rear step shall
be of 3/16" (.187) aluminum diamond plate with
a return break on bottom flange forming a channel
for maximum strangth.

HOSE BED
Hose bed compartment shall be constructed entirely
of aluminum slats welded into a one piece grid or
provided with clear hardwood rack fabricated with
brass screws and waterproof glue at each joint,
finished with clear synthetic.
Hose bed shall have two dividers, to be arranged to
allow storage of 150' of Ili" hose on right and left

side of area. These hoses to be preconnected.
The remaining area to be large enough for 300' to
500' of 2�" hose.
One (1) Deluxe hose bed cover -to protect hose
from debris.
BOOSTER TANK

Tank capacity - 500 gallons. Tank shall be
constructed entirely of 3/16" marine grade
aluminum plate with removable top for easy
access to inside of tank. Zinc Anode System =
shall be provided in booster tank. Tank shall
have 5 yr. guarantee.
Tanks shall include adequate fill pipe, proper
overflow and venting.
Tank shall rest on hard rubber cushions to
eliminate rusting of supports.
PUMP PANEL
Pump panel shall be constructed of 14 gauge
stainless steel. Panel shall have brushed satin I
nonglare finish for lasting appearance. Operator }
controls and gauges will be located on pump panel.
Pump panel will be well lighted. All pump controls"
will be marked with identification plates.
Pump panel will be completely removable.
One (1) Master Pressure Gauge, 3z" diameter
30-0-600 graduated pressure.
Two (2) Pressure Gauges, one (1) each for the
preconnect lines. E

FIRE PUMP
Pump shall be a PALE Model CBP 250 GPM at 150 PSI
on a 10' lift with 20' of 3" suction. Pump to be
plumbed with 3" pipe. Pump shall be able to
deliver 450 GPM from the tank.
Rated capacities shall be:
250 GPM'- 150 PSI
250 GPM - t165 PSI
100 GPM - 250 PSI
50 GPM - 400 PSI
PUMP CONTROL
Pump shall be power take -cuff driven:'
Power take -off control shall be located at driver's
position to facilitate immediate engagement and
disengagement.
DISCHARGE VALVE
The 2V" discharge shall be piped with 2s;" pipe
with minimum of elbows.
The 23j" discharge valve shall be bronze, quarter
turn, swing out, ball type with vertically
operated locking handle.
Discharge valve shall have chrome cap and chain.
SUCTION INLET
A 2V" gaged inlet shall be piped with 2�" pipe.
The W inlet valve shall be bronze, quarter
turn, swing out, ball type with vertically
operated locking handle.
Inlet valve shall have chrome cap and chain.
PRECONNECTS
Two (2) 1V" preconnect lines, discharging to the
front lowzr left and right of apparatus hose bed.
Shall be controlled by 1V' in -line valves.
Valves shall be bronze, quarter turn, swing out,
direct control vertically operated at operator's
panel .
BOOSTE_R REEL
Two (2) Hannay Electric Reels -to be installed
on right and left of front body above pump
compartment, connected with Chicksan Swivels
and Drag Brake. Rollers and guides with Pylon
bearings shall be provided on each side of
reel. 200 ft. of 3/4" hardline with 1" Barway
Couplings on each reel. Reel Rewind Switches
shall be located in foot stirrups located
under running boards opposite reel on both
sides of vehicle. Hose ro0 compartment
shall be finished for storage, with protective
sla"s on bottom.
PAINTING OF VEHICLE
All exposed metal surfaces, not being chrome
plated or of aluminum diamond plate, shall
be thoroughly sanded, cleaned and phospha-
tized in preparation for painting. "Paint
shall be ultra high lustre Dupont "IMRON"
polyurethane paint. Both cab and body shall
be painted to allow for identical finish.
All removable items,i.e., wheels, brackets,
compartment doors, etc.., shall be painter,
separately to insure finish paint behind
mounted items. Body components that can
not be finish painted upon assembly are to
be finish painted before assembly. All un-
welded seams exposed to high moisture en-
vironments shall be sealed using special
plyable set caulking.
Inside dour and door jams on chassis shall
be painted with Dupont "IMRON" to match the
finish of the exterior of the truck. Pump
and all exposed unchromed surfaces of booster
reel shall also be painted with "IMRON"
matching the apparatus exterior.
Wheels and wheel well liners shall be painted
to match apparatus exterior. All wheels
shall be silver trimmed to complete the
wheel finish. Chassis frame and undercarriage
components shall be painted black to further
protect from premature rusting.
Color to be Appliance White.

SPECIFICATIONS AND AUTHORIZING THE
4 PURCHASING AGENT OF THE CITY TO INVITE
BIDS FOR A FAST ATTACK PUMPER.
5 WHEREAS, the City Council of the City of Carlsbad, California
6 has determined that it is necessary and in the public interest
7 to acquire a fast attack pumper; and
8 WHEREAS, specifications for said pumper nave been prepared
9 and have been filed in the Offi,.e of the City Clerk of the City
10 of Carlsbad and are incorporated herein by reference;
11 NOW, THEREFORE, BE IT RESOLVED by the Council of the City
12 of Carlsbad, California, as follows:
13 1. That the above recitations are true and correct.
