Statement of the Matter
The City of Carlsbad Budget for Fiscal Year 1977-78 authorizes the pur,dhase
of an ambulance for the Fire Department. This vehicle is designed for
the Paramedic's use and the amount budgeted for the unit is $30,000.
Specifications for the ambulance have been developed in cooperation
with the Fire Department and are included in Exhibit "A".

Recommendation
It is ,recommended the specifications be approved and the Purchasing
Agent be authorized to seek bids for the ambulance. If Council concurs,
they should adopt Resolution No.,!F .

(� GENERAL CONDITIONS '
C111TRUCTIO14 SPECIFICATIONS:,
Construction specifications are intended to cover the construction of one
(1) complete workable Modular Type Ambulance, Type 1 or 3 Design as herein
specified; and to be in compliance with both -Federal and California Motor
Vehicle Requirements.
PURCHASER:
As used in these specifications implies the City of Carlsbad or its
designated representatives.
DELIVERY TIME:
Bidder will indicate in calendar days delivery of completed apparatus after
receipt of purchase order. Delivery time will be an important consideration
in award of this bid, and failure to deliver within the time specified shall
be considered a breach of contract. Purchaser shall reserve right to cancel
purchase if late delivery occurs, at no -cost to purchaser. Transfer of =s
possession to the purchaser will have been made when the unit is delivered
and accepted at the purchaser's headquarters station.

AWARDS: '
The purchaser reserves the right to reject any or all bids. Any changes,

omissions or variations from the specifications or special conditions may
be considered sufficient cause for rejection. Any informality in any bid
received not affected by law, or at variance with the bid conditions, may
be waived at the discretion of the Purchasing Officer.,- Basis of award
will be the lowest responsible bidder. "Lowest responsible
bidder" as used herein shall mean and include the bidder whose offer ist the
most advantageous to the purchaser from the standpoint of price, deviation
from specification, quality, date of delivery, previous experience and
-service, workmanship, ease of operation, and availability of spare parts.
BRAND NAMES:
Brand names and numbers, when used, are for refgrence to indicate .the
character *or quality desired. Equal items will be considered, provided your
offer clearly describes the article. Offers for equal items shall state the
brand and number, or level of quality. The determination of the Purchasing f
Agent as to what items are equal shall be final. When Brand, number, or
level of quality is not stated by the bidder, it is understood the offer is
exactly as specified. ,
CONSTRUCTION DETAILS:
Recognizing that it is impractical for the purchaser to attempt to spell out
every detail, and that production facilities and methods 'vary, details and
methods of arriving at completion of the contract, where not in conflict
with specifications, are the responsibility of the contractor.
MATERIALS AND 14ORKIIANSHIP:
All material must equal or exceed specified quality, and work small be done
and completed in a thorough, workmanlike manner. Notwithstanding any

omissions from these specifications, it shall be the duty of the contractor
to call attention to apparent errors or omissions and to request instructions
before proceeding with the work. The purchaser may, by appropriate written
instructions, correct errors and omissions, which instructions shall be as

binding upon the contractor as though contained in the original specifi-
cations and/or drawings. All material and equipment furnished and all
work done must be satisfactory to the purchaser prior to final acceptance.
CURRENT PRODUCTION:
The vehicle, attachments, and special equipment, as listed in this•
specification, must be new, most current production items manufactured
for adaption to each other.
WARRANTY -CHASSIS:
Bidder shall provide a written guarantee to the effect that defective work-
manship and/or parts will be repaired or replaced free of charge for a
period -of one (1) year following date the apparatus is finally accepted
by the purchaser. All arrangements necessary to comply with the guarantee
shall be made by and at the expense of the bidder regardless of manu-
facturer of parts or location of equipment. Such remedial work shall be
performed at the site selected by the purchaser, or in the event apparatus
or equipment must leave the purchase area for remedial action, then the
contractor shall pay expenses of transport.
DELIVERY:
Final acceptance wil•1 be made at the purchaser's designated location.

GENERAL SPECIFICATIONS x
`APPLICABLE_SPECIFICATIONS:
The vehicles shall in all respects meet or exceed all requirements of the

Federal Government for safety standards and shall meet or exceed all re-
quirements of the California Vehicle Code, the California Administrative j
Code, and exhaust and crankcase emission control.
The term "heavy duty" as used in these specifications shall mean that the
item to which the term is applied shall exceed the usual quantity, quality,
or capacity supplied with standard production vehicles; acid it shall be able
to withstand unusual strain, exposure, temperature, wear and use.
The terms "factory installed" as used in these specifications shall mean
that the items or accessories so designaL,ed shal1.be installed at the" factory
by the manufacturer during production of the vehicle.
Prior to delivery new vehicle must be completely serviced by successful
bidder; also, crankcase, differential.and transmission must be filled to
manufacturer's recommended capacity when vehicle arrives at delivery destina-
tion. Regular Manufacturer's Warranty to be furnished on vehicle.
Contracting dealer shall supply City of Carlsbad with two (2) copies each
of Service Manual, Parts List, Special Parts List, and Denier's Service
Bulletin.
-Compliance with bid specifications will be solely the judgement of the
Purchasing Officer, Fire Chief and Equipment Maintenance Supervisor and
will be final.

OXYGEN SUPPLY INSTALLATION
THE AMBULANCE SHALL HAVE A HOSPITAL TYPE PIPED
OXYGEN SYSTEM. THIS MAIN OXYGEN SUPPLY TO
BE PROVIDED BY USING A SINGLE TANK ("H") SIZE
CYLINDER. THE CYLINDER SHALL BE LOCATED IN -
AN EXTERIOR' VENTED COMPARTMENT. THE CYLIN-
DER CONTROLS SHALL BE ACCESSIBLE FROM INSIDE
THE VEHICLE. THE PRESSURE GAUGE AND
REGULATOR SHALL BE VISIBLE BY WAY OF SEE -
THROUGH -DOOR FROM THE 'TECHNICIAN'S SEAT.
OXYGEN PIPING SHALL BE CONCEALED, AND NOT
EXPOSED TO THE ELEMENTS OR DAMAGE, SECURELY
SUPPORTED AND ACCESSIBLE FOR INSPECTION AND
REPLACEMENT.
OXYGEN SHALL BE PIPED TO VALVES OF TWO OUT-
LETS, ONE DUPLEX OXYGEN OUTLET STATION I -OR
THE PRIMARY PATIENT, AND ONE OXYGEN OUTLET
FOR THE SECONDARY PATIENT. AT LEAST ONE
OXYGEN I4ALL OUTLET FOR THE PRI14ARY PATIENT
SHALL BE EQUIPPED WITH A PLUG-IN FLOW -METER,
HUMIDIFIER, AND DELIVERY TUBE. THE SECOND
OXYGEN WALL OUTLET MILL BE USED FOR QUICK.
DISCONNECT PLUG-IN DEVICES NOT REQUIRING
HUMIDIFICATION. OUTLETS SHALL BE ADEQUATELY
MARKED AND IDENTIFIED, AND NOT INTERFERE
WITH THE SUCTION OUTLET.

SYSTEM, BUT FAR ENOUGH AWAY TO PERMIT
EASY HANDLING OF SUCTION AND NON -BREAKABLE
HUMIDIFIER BOTTLES. IT IS TO BE LOCATED
NEXT TO THE PRIMARY PATIENT AND TECHNICIAN.
ENVIRONMENTAL SYSTEM
ALL AMBULANCES SHALL BE EQUIPPED I4ITH A
COMPLETE CLIMATE ENVIRONMENTAL SYSTEM
TO SUPPLY AND MAINTAIN CLEAN AIR CONDITIONS
AND COMFORTABLE LEVEL OF INSIDE TEMPERA-
TURE IN BOTH DRIVER AND PATIENT COMPART-
]MENTS. THE VARIOUS SYSTEMS FOR HEATING,
VENTILATING, AND AIR CONDITIONING MAY BE
SEPARATE OR COMBINATION SYSTEMS, WHICH
SHALL PERMIT INDEPENDENT CONTROL OF
ENVIRONMENT WITHIN EACH, COMPARTMENT.
THE AIR SYSTEM SHALL BE OF HIGH VOLUME
CAPACITY WITH LOW VELOCITY DELIVERY FOR
MINIMUM DRAFT CIRCULATION IJHILE PROVIDI14G
A POSITIVE PRESSURE WITHIN EACH CLOSED
COMPARTMENT WHEN THE VEHICLE IS IN SERVICE.
VENTILATION
VENTILATION SHALL BE DELIVERED BY THE
HEATER -AIR CONDITION OR BY A SEPARATE
SYSTEM.
RADIO PROVISIONS
AMBULANCE SHALL PROVIDE FOR RADIO SPACE
AND ANTENNA LEAD-IN CABLES SHALL BE
PROVIDED. THE ANTENNAS WILL BE PROVIDED
BY THE CARLSBAD FIRE DEPARTMENT.
INTERCOM SYSTEM
A SOLID STATE INTERCOMMUNICATIONS FACILITY
SHALL BE PROVIDED ItETWEEN THE DRIVER AND
PATIENT COMPARTMENT, THE DRIVER SHALL HAVE
THE CAPABILITY TO PLACE THE PATIENT COM-
PARTMENT I14 STAND-BY 'TALK' MODE AND TO
CONTROL ANY NECESSARY TALK/LISTEN SWITCH-
,ING. THE INTERCOM SYSTEM SHALL BE

WHEREAS, the City Council of the City of Carlsbad, California,

has determined that it is necessary and in the public interest

to acquire an ambulance; and.

WHEREAS, specifications for said ambulance have been prepared

and have been filed in the Office of the City Clerk of the City

of Carlsbad and are incorporated herein by reference;

NOW, THEREFORE, BE IT RESOLVED by the Council of the City
