AMENDMENT
Statement of -the Matter
The budget adopted for Fiscal Year 1977-78 contains authorization
for three positions which are not contained in the existing
classification plan, miscellaneous employees. The three new
classifications approved are AUDIO-VISUAL TECHNICIAN, DEPARTMENTAL
ADMINISTRATIVE ASSISTANT and WATER SYSTEM MECHANICAL MAINTENANCEMAN.
Continued high circulation of library audio-visual equipment has
created a need for an improved equipment maintenance program. The
work hours needed for equipment maintenance exceed those available
from the Audio -Visual Librarian and the clerk. Therefore, the
AUDIO-VISUAL TECHNICIAN position was requested. The availability
of an AUDIO-VISUAL TECHNICIAN will provide a continued high level
of service to library patrons and serve to protect the city's
investment in equipment. 4
The present job title plan contains the classification of Administrative
Assistant. This classification is intended for administrative
assistance responsible directly to the City Manager. The new positions
will be responsible to Department: Heads and, therefore, requires a change
in the classification and salary range schedule.
A WATER SYSTEM MECHANICAL MAINTENANCEMAN classification for the
Utilities Maintenance Department identifies a skilled specialist
needed to maintain and repair water systems equipment.
If the City Council concurs with these changes, the attached
resolution should be adopted.

CITY OF CARLSBAD, CALIFORNIA, AMENDING
3 RESOLUTION NO. 5101, ESTABLISHING THE
CLASSIFICATION AND SALARY RANGE SCHEDULE
4 FOR MISCELLANEOUS EMPLOYEES FOR FISCAL
YEAR 1977-78, WITH THE ADDITION OF THREE
5 NEW TITLES AND RELATED SALARY RANGES.
6 WHEREAS, the City Council did in the adoption of the
7 Fiscal Year 1977-78 Budget approve the addition of three new
8 classifications to the Classification and Salary Range Schedule
9 for Miscellaneous employees; and
3.0 WHEREAS, it is the intent of the City Manager to
3-1 implement three new position descriptions with related salary
3•2 ranges;
13 NOW, THEREFORE, BE IT RESOLVED by the City Council of
14 the City of Carlsbad as follows:
2.5 1. That the above recitations are true and correct.
16 2. That the City Manager is hereby authorized and directed
3.7 to include the positions of AUDIO-VISUAL TECHNICIAN, Salary
18 Range 17, DEPARTMENTAL ADMINISTRATIVE ASSISTANT, Salary Range 34,
3.9 and,WATER SYSTEM MECHANICAL MAINTENANCEMAN, Salary Range 33,
20 in the city's Classification and Salary Range Schedule for
21 Miscellaneous employees, as described wits salary range in
22 Exhibit "A", attached hereto and made a part hereof, i.s.approved.
23 3, That the -City Manager is hereby authorized and directed
24 to implement that relative portion of the Fiscal Year 1977-78 Budget
25 PASSED, APPROVED AND ADOPTED at a regular meeting of the
26�Carlsbad City Council held on the 1st day of November , 1977,

DEPARTMENTAL ADMINISTRATIVE ASSISTANT
Definition: This is a responsible position assisting a Department
Head with administrative responsibilities. Under
general supervision of a Department Head the employee
exercises considerable initiative in carrying out
a variety of assignments. The work requires knowledge
of municipal governmental functions and involves
observation, analysis, compilation and reporting
in the fields of management, finance, personnel,
public works and engineering.
Examples 1. Checks and guides,preliminary staff work to assure
of Duties: that accurate information is available and that the
details of city policies have been worked out for
inclusion in contracts, ordinances and reports.
2. Makes investigations and studies and prepares
reports for a Department Head on' special projects,
surveys, studies, citizen complaints, etc.
3. Assists in the preparation of the annual budget
and other information for dissemination to the public.
4. Coordinates the preparation of and analyzes
monthly reports of the department and/or divisions.
5. Performs a variety of administrative functions as.
assigned by the Department Head.
Employment Knowledge of the functions of municipal government,
Standards: its relationship to the jurisdiction of other public
agencies, the principles of public administration,and
the principles of administrative analysis. Ability
to write and speak effectively; to make organizational
and procedural -studies and prepare comprehensive
reports; to establish and maintain effective working
relationships with officials and employees of the city,
other governmental jurisdictions and the general public.
One year of responsible experience affording familiarity
with the problems involved in governmental administra-
tive work and graduation from college with a major in
public administration, political science, business
administration, economics; or any equivalent combination
of experience and training.

AUDIO-VISUAL TECHNICIAN
Definition:
This is a general maintenance class in -the
library series. Assists the Head of Audio -
Visual Services and, under supervision, is
responsible for maintenance and control of
all audio-visual equipment and materials.
Examples
1. Performs minor repairs and preventative
of Duties:
maintenance on the following equipment: film
16mm and Super-8
cleaning/inspection machine;
sound projectors; slide projectors; film-
strip projectors; video tape unit; record

player; and cassette players.
2. Responsible for cleaning, inspecting, and
repairing the library's 16mm and Super-8 films.
3. Assists in the production of,video and
audio programs.
A. Responsible for cleaning and inspecting
the library's phono records and cassette tapes.
Employment
Must have a valid California driver's license.

WATER SYSTEM MECHANICAL MAINTENANCEMAN
Definition:
This is a skilled class in the water series with
duties involving the production, storage, and distri—
bution of the city's water services and performing
related work as required. Duties are performed under
direction.
Examples
of Duties:
1. Operates a hydraulic valve operator mounted on.a
truck.
2, Repairs gate valves, regulators and butterfly
valves.
3. Maintains valve recorder cards.
4. Operates pumping stations, including starting and
stopping of•booster and well pumps.
5. Regulates water at intake to insure reservoir
.levels, water flow, water pressure, and correct pump
operation.
6. Checks bearings and motors and cleans, greases,
oils, and maintains e(1uipment.
7. Maintains operating logs.
Employment
Standards:
Any combination of training and experience equivalent
to three years of experience in -the maintenance and
repair of a water distribution system. Certified
by the State within one (1) year as a Grade II Water
Treatment Operator.
