Statement of the' Matter
Bid opening for Contract No. 1040 occurred at 3:00 p.m. on November 2, 1977-.
One bid proposal was received by the City Clerk as shown on the Bid Summary
(Exhibit 2)•
The low bid of $12,458.38, submitted by H. L. Foster Construction Co., is
2% over the Engineer's estimate of $12,200. Second year HCD grant funds
1 of $13,760 are available for this project.
It is recommended that the contract award be subject to HCD certification
of the contractor.

I RESOLUTION NO. 5251
2 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ACCEPTING
3 BID AND AUTHORIZING THE EXECUTION OF
CONTRACT NO. 1040 FOR CONSTRUCTION OF
4 INNER-CITY SIDEWALKS
5 WHEREAS, a bid has been received by the City of Carlsbad for construction
6 of inner-city sidewalks, Contract No. 1040; and
7 WHEREAS, the low bid received for this construction was submitted by
8 H. L. Foster Construction Co. in the amount of $12,458.38; and
9 WHEREAS, funds in the amount of $13,760 have been awarded to the City
10 by County Housing and Community Development for this project;
11 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
12 Carlsbad as follows:
13 1. That the above recitations are true and correct.
14 2. That the bid of $12,458.38 by H. L. Foster Construction Co. of San
15 Diego, for Contract No. 1040, for construction of inner-city sidewalks, is
16 hereby accepted and the Mayor and City Clerk are hereby authorized to execute
17 a contract therefor, subject to County Housing and Community Development
18 certification of the contractor.
19 PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
20 the City of Carlsbad held the 15th day of November , 1977, by the
21 following vote, to wit:

Councilwoman Casler
