Statement of the Matter
Sealed bids for Contract No. 1043 were opened at 3:OO p.m. on November 1, 1977
by the City Clerk. (Exhibit 2).
The low bidder, Christeve Corporation of Arcadia, has certified that 10% of the work will be done by minority business enterprises.
The low bid of $209,325 is 21% over the Engineer's estimate of $172,300. of the bids indicate that the major reason for the difference was a low estimate on a deep section of the line in an area with sandy soil, which will require spe-
cial construction techniques as well as replacement of the entire street surface.
The EDA grant amount is $189,315, and general funds in the amount of $192,000 have been budgeted in the 1977-78 Capital Improvement Program budget.
Three bid proposals were received as shown on the Bid Summary
Analyses
Required bid documents and forms have been submitted to EDA for review and approval.
The availability of Federal money to fund the major portion of this project will leave some general funds available for reallocation. funds be committed to the project for designing and installing flow meters'on the main City sewer transmission lines.

SUBJECT: Ocean Street Sewer - Contract No. 1043 EDA Project No. 07-51-23001
Sealed bids for the referenced project were opened at 3:OO p.m. on
November 1 , 1977. The Engineer's estimate was $172,300. The three bids received ranged from $209,325 to $237,999.
Analyses of the bids indicate that the unit prices appear to be reason- able for a Federally funded (Economic Development Administration) project. The significant difference between the low bid and the Engineer's estimate appears to be attributable to an under-estimate of the cost of constructing a stretch of concrete encased pipe through a deep cut.
Using the low bid figure, the budget for this project would be as follows:

RESOLUTION NO.. 5252
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ACCEPTING
BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT NO. 1043 FOR CONSTRUCTION OF
THE OCEAN STREET SEWER
WHEREAS, bids have been received by the City of Carlsbad for construction
of the Ocean Street Sewer, Contract No. 1043; and
WHEREAS, the low bid received for this construction was submitted by
Christeve Corporation in the amount of $209,325; and
WHEREAS, funds in the amount of $192,000 were budgeted in FY 1977-78
for this project; and
WHEREAS, a Federal grant in the amount of $189,315 has been accepted by
the City Council ;
NOW, THEREFORE, BE IT RESOLVED by the City Council as follows:
1. That the above recitations are true and correct.
2. The bid of $209,325 by Christeve Corporation of Arcadia, California,
for Contract No. 1043, for construction of the Ocean Street Sewer, is hereby
accepted and the Mayor and City Clerk are hereby authorized to execute a
contract following approval of the Contractor by the Economic Development
Admini strati on.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad held the 15th day of November , 1977, by the
following vote, to wit:
