SPEED ZONE - ELM AVENUE
Statement of the Matter
After carefully reviewing the speed zone data, the horizontal and vertical
alignments, and the accident history, the Traffic Safety Commission recom-
mended that a 35 m.p.h. speed zone be established on Elm Avenue from Pio
Pico Drive to Donna Drive.
The Commission had previously recommended against establishing four-way
stop control at either of the intersections of Elm Avenue and Valley Street
or Elm Avenue and Monroe Street. The Commission stated that stop signs
should not be used for speed control.

2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10,
3 CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE
BY THE ADDITION OF SECTION 10.44.080 TO
4 ESTABLISH A PRIMA FACIE SPEED LIMIT
ON A PORTION OF ELM AVENUE _

6 The City Council of the City of Carlsbad does hereby ordain as follows:
7 That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
8 by the addition of Section 10.44.080 to read as follows-
9 1110.44.080 Elm Avenue. The prima facie speed limit on Elm Avenue from
10 its intersection with Pio Pico Drive to its intersection with Donna Drive is'
11 hereby determined and declared to be thirty-five miles per hour."
12 EFFECTIVE DATE:, This ordinance shall be effective thirty days after its
13 adoption, and the City Clerk shall certify to the adoption of this ordinance
14 and cause it to be published at least once in the Carlsbad Journal within
15 fifteen days after its adoption.
16 INTRODUCED AND FIRST READ at a regular meeting of the Carlsbad City
