DATE: DECEMBER 6, 1977 city DEPARTMENT: PLANNING ' City SUBJECT: LOCAL COASTAL PROGRAM PLANNING FOR THE UNINCORPORATED ISLANDS WITHIN THE CITY STATEMENT OF THE MATTER' The joint meeting of the City Council and the County Board of Supervisors on April 14, 1977 directed their respective staffs to construct mutually agreeable terms which would plan for the unincorporated areas that are within the Coastal Zone. These areas crosshatched in Exhibit "1" are the subject of this Agenda Bill. The Board of Supervisors on April 26, 1977 issued a Minute Order (No. 33) which "Directs the Staff to inform the State Coastal Commission that the County desires to submit its Coastal Land Use Plan in two segments: (1) The Carlsbad fringe segment with work to be performed by the City of Carlsbad, and (2) The San Dieguito segment with work to be performed by County Staff (Exhibit 2). The logic behind the Board's intention to have the City plan for the unincorporated areas is based upon the realization that: 1) The Carlsbad General Plan has formulated suggested future land use for the areas; ~ 2) A portion of the area, Palomar Airport, is presently under consider- ation to be annexed to the City; 3) The San Diego Local Formation Commission will most probably conclude that the unincorporated land locked islands within Carlsbad should be part of the City's Sphere of Influence; 4) Potentially, these areas may be annexed to the City at a later date. At this time, it is appropriate for the City to formally agree to prepare the Local Coastal Program for the unincorporated islands. Within this context, the City should also state their cooperation with the County in providing a plan that will satisfy the certification process. EXHIBITS 1. The April 26, 1977 Minute Order (No. 33) of the San Diego County Board of Supervisor S. <fy<~tJZ~ RECOMMENDATION Staff recommends that the Council adopt this resolution to recognize an agreement with the County for the City to prepare the Local Coastal Program for the unincorporated islands in order to facilitate the com- pletion of the Carlsbad Area Local Coastal Program. Such planning assistance is more particularly described in a project des- cription that is attached hereto and made a part of this resolution as if fully set forth herein. BE IT FURTHER RESOLVED that the Chief Administrative Officer of the County of San Diego be and he is hereby authorized and empowered to execute in the name of. the County of San Diego all necessary applications to implement and carry out the purposes specified in this resolution. PASSED AND ADOPTED by the Board of Supervisors of the County of San Diego, State of California at a regular meeting thereof this 26th day of April, 1977 by the following vote: AYES: Supervisors Hamilton, Moore, Hedgecock, Bates, Taylor NOES: Supervisors None ABSENT: Supervisors None No. 32 ON MOTION of Supervisor Hedgecock, seconded by Supervisor Hamilton, the Board authorizes the Chief Administrative Officer to sign the applica- tion forms and the statement of assurance and to enter into a contractual agreement with the State Commission to carry out the tasks described in the 1976-77 Work Program. Roll call on the foregoing motion results in the following vote: AYES: Supervisors Hamilton, Moore, Hedgecock, Bates, Taylor NOES: Supervisors None ABSENT: Supervisors None No. 33 ON MOTION of Supervisor Hedgecock, seconded by Supervisor Hamilton, the Board directs the staff to inform the State Coastal Commission that the County desires to submit its Coastal Land Use Plan in two segments: l)the Carlsbad fringe segment with work to be performed by the City of Carlsbad, and 2)the San Dieguito segment with work to be performed by County staff.
