LOCAL COASTAL PROGRAM PLANNING FOR THE UNINCORPORATED
ISLANDS WITHIN THE CITY
STATEMENT OF THE MATTER'
The joint meeting of the City Council and the County Board of Supervisors
on April 14, 1977 directed their respective staffs to construct mutually
agreeable terms which would plan for the unincorporated areas that are
within the Coastal Zone. These areas crosshatched in Exhibit "1" are the
subject of this Agenda Bill.
The Board of Supervisors on April 26, 1977 issued a Minute Order (No. 33)
which "Directs the Staff to inform the State Coastal Commission that the
County desires to submit its Coastal Land Use Plan in two segments: (1)
The Carlsbad fringe segment with work to be performed by the City of
Carlsbad, and (2) The San Dieguito segment with work to be performed by
County Staff (Exhibit 2). The logic behind the Board's intention to have
the City plan for the unincorporated areas is based upon the realization
that:
1) The Carlsbad General Plan has formulated suggested future land use
for the areas; ~
2) A portion of the area, Palomar Airport, is presently under consider-
ation to be annexed to the City;
3) The San Diego Local Formation Commission will most probably conclude
that the unincorporated land locked islands within Carlsbad should be
part of the City's Sphere of Influence;
4) Potentially, these areas may be annexed to the City at a later date.
At this time, it is appropriate for the City to formally agree to prepare
the Local Coastal Program for the unincorporated islands. Within this
context, the City should also state their cooperation with the County in
providing a plan that will satisfy the certification process.

RECOMMENDATION
Staff recommends that the Council adopt this resolution to recognize an
agreement with the County for the City to prepare the Local Coastal
Program for the unincorporated islands in order to facilitate the com-
pletion of the Carlsbad Area Local Coastal Program.

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of .
the County of San Diego hereby requests the Office of Planning and Research
to provide planning assistance under authority of the Government Code of
the State of California, with such financial assistance as may be provided
by the California Coastal Commission, not to exceed the amount of 515,500.
Such planning assistance is more particularly described in a project des-
cription that is attached hereto and made a part of this resolution as if
fully set forth herein.
BE IT FURTHER RESOLVED that the Chief Administrative Officer of the
County of San Diego be and he is hereby authorized and empowered to execute
in the name of. the County of San Diego all necessary applications to
implement and carry out the purposes specified in this resolution.
PASSED AND ADOPTED by the Board of Supervisors of the County of San
Diego, State of California at a regular meeting thereof this 26th day of
April, 1977 by the following vote:
AYES: Supervisors Hamilton, Moore, Hedgecock, Bates, Taylor
NOES: Supervisors None
ABSENT: Supervisors None

ON MOTION of Supervisor Hedgecock, seconded by Supervisor Hamilton,
the Board authorizes the Chief Administrative Officer to sign the applica-
tion forms and the statement of assurance and to enter into a contractual
agreement with the State Commission to carry out the tasks described in
the 1976-77 Work Program.
Roll call on the foregoing motion results in the following vote:
AYES: Supervisors Hamilton, Moore, Hedgecock, Bates, Taylor

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
3 AN AGREEMENT BETWEEN THE CITY OF CARLSBAD
AND THE COUNTY OF SAN DIEGO TO HAVE THE
4 CITY PREPARE AND SUBMIT THE LOCAL COASTAL
PROGRAM FOR THE UNINCORPORATED ISLANDS
5 WITHIN THE CITY
Q WHEREAS, the joint meeting of the City Council of Carlsbad
7 and the County Board of Supervisors on April 14, 1977 directed
8 their respective staffs to construct mutually agreeable terms
9 concerning the unincorporated islands and;
10 WHEREAS, the San Diego County Board of Supervisors on
11 April 26, 1977 issued a Minute Order (No. 33) which, "Directs
the Staff to inform the State Coastal Commission that the County
13 desires to submit its Coastal Land Use Plan in two segments:
14 (1) T'he Carlsbad fringe bt^ment with work to be performed by
15 the City of Carlsbad, and (2) The San Dieguito augment with work
16 to be performed by County Staff," and;
17 WHEREAS, the City recognizes the need to establish logical
18 planning boundaries for the purpose of the Local Coastal Program
19 and;
20 WHEREAS, in the interest of good planning cooperation to
21 facilitate.the completion of the Carlsbad Local Coastal Program,
22 it is necessary for the City Council of the City of Carlsbad, to
23 hereby resolve as follows:
24 (1) That the City of Carlsbad will prepare the Local
25 Coastal Program for the unincorporated islands
26 within the City (Exhibit "I")
