Statement of the' Matter ,
The County of San Diego has been working on developing a Solid Waste Manage-
ment Plan for two years. The final plan has been prepared and approval is
being requested of the cities within the County, The attached "Policy Issue
Summary" outlines the basic issues of the plan. The staff report contains
some additional detail concerning the County's and City's efforts in the
solid waste management area.

SUBJECT: San Diego Regional Solid Waste Management Plan
Transmitted herewith for your consideration and approval is the draft
San Diego Regional Solid Waste Management Plan 1976-2000 which was
approved by the San Diego County Board of Supervisors on 4 October 1977.
The Plan represents the culmination of an extensive effort to meet the
requirements of the California Solid Waste Management and Resource
Recovery Act of 1972 (SB5). This legislation recognized that the pri-
mary responsibility for solid waste management rests with local govern-
ments and requires counties to prepare comprehensive and coordinated
plans for the management of solid wastes between the years 1976-2000.
This Plan has been developed in accordance with State regulations and
guidelines and must now receive the approval of a majority of cities
within the County having a majority of the population of the incorporated
county areas before the Plan can be submitted to the State Solid Waste
Management Board. The Plan for the San Diego region must, therefore, be
approved through adoption of resolutions of approval by at least the
City of San Diego and seven additional cities within the County.
It is respectfully requested that a hearing be scheduled for the San
Diego Regional Solid Waste Management Plan 1976-2000 at the earliest
possible date and that the Carlsbad City Council adopt a resolution of
approval conforming to the attached resolution format.

MEMORANDUM

SUBJECT: County Solid Waste Management Plan
The County of San Diego has finalized a process commenced in 1975 for
the preparation and acceptance of a "San Diego Regional Solid Waste Manage-
ment Plan (1976-2000)."
Staff from cities throughout the County participated with County staff
in the preparation and review of the draft. Comments regarding the inlTiai
draft were forwarded to your office by a memo dated December 8, 1975 (copy
attached). The plan being presented for approval at this time is essen-
tially the same as we reviewed two years ago with some minor updating of
the sum„mary pages. With the location of the shredder/transfer station in
Carlsbad, my concern about local flexibility is resolved.
While the entire document may be too thick for each individual Cohn-
cilperson to review, the County has furnished a "Policy Issue Summary,"
which is attached. The entire document is available for review in the of-
fice of the Public Works Administrator.
I think the "Policy Issue Summary" statement is thorough and adequate-
ly covers the program. I would offer only a few remarks concerning spe-
cific items. Regarding No. 6, "Enforcement Programs recent City Council
action has established, and the State Solid Waste Management Board has ac-
cepted, the County Health Department as being the enforcement agency with
regards to health -related aspects of solid waste management; the Utilities/
Maintenance Department as the enforcement agency with regard to non -health
related aspects of solid waste management; the Public Works Administrator's
office as the permit granting authority for solid waste facilities located
within the City limits; and the City Council as the appeals board for solid
waste matters within the City limits. We have received correspondence and
a copy of the resolution adopted by the Solid Waste Management Board ac-
cepting our designation of the above -named bodies (attached).
Regarding Item 7 of the "Policy Issue Summary," the County is respon-
sible for coordination of litter control activities; however, the City is
still responsible for enforcement and, to this extent, the Utilities/
Maintenance Department is in the process of developing standards for levels
of effort required to implement litter control programs in accordance with
City Council approved standards. A report summarizing the Department's
activities and findings will be prepared and forwarded to Council when the
studies are concluded.

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution
i approving the "San Diego Regional Solid Waste Management Plan (1976-2000)."

I have reviewed the operative sections of the Plan and concur
with its general goals and objectives. However, I think there
i are a few questions that should be ans,�rered before we formally
ad"opt a position with regards to the document. They are: In
a -Financial and Organizational Goals statement, the goal of the
project.is to equitably allocate costs of solid waste services.
Their indication is tLat this is to be done by fully covering
the costs of collection and disposal by user costs. While this
is admirable in that it is perhaps the most directly related
source of revenues, it could be perceived as an attempt to get
around taxing limitations and reallocating general funds currently
spent on this operation to other areas while re-establishing
revenues for this operation from user service fees.
Under the Collection Goals section, the report appears to support
the mandatory collection of refuse, but perhaps the most worthwhile
section in this Goals statement is for the preparation of a contin-
gency plan of collection. If we are able to achieve this goal, it
-may very well circumvent some of the significant problems that have
been faced in Los Angeles County with regard to labor problems•
associated with the collection of refuse.
under the general area of Transportation Goals and Processing and
Reuse Goals, the Plan appears to preclude the possibility of muni-
cipally -owned facilities and, even if this were not true, the
implementation of a site evaluation process could potentially
overrule local procedures in selection of a landfill site and/or
a reclamation site. Considering our location, our state o£ develop-
ment-, the amount of open land and the transportation coats for trans-
porting refuse to the sanitary landfills, we may not choose to foreclose
on the option of the location of a municipally -owned reclamation
facility, energy conservation facility and/or landfill site in this
area.
Under general statement, the goals and objectives of the report
appear to•be very good and appear to be sincere effort ;moo achieve
the most good for the populace as a whole. The program, however,
goes a little deeper into those areas traditionally in the purview

Of local government than we may choose to agree with and, therefore,
any Adoption of this program in its final plan stages should include
'
the possibility of our withdrawal or non -concurrence with specific
sections of the program.
Another option not specifically discussed in the preliminary program
is the possibility that the County take over all aspects of refuse
collection, disposal and financing,•allowing the Cities to withdraw
from their traditional roles.

NAME OF AGENCIES; Department of Utilities and Maintenance, City of Carlsbad,
Public Works Administrator, City of Carlsbad and the San
Diego County Public Health Department
JURISDICTION: City of Carlsbad
WHEREAS, the Ztberg—Kapiloff Solid Waste Control Act of 1976
requires that there shall be designated within each county an enforcement
g agency to carry out the provisions of the Act; and
I-MEREAS, the State Solid Waste Management Board has received and
reviewed the Notice of Designation dated October 5, 1977 from the Director of
Utilities and Maintenance, City of Carlsbad; and
WHEREAS, the State Solid Waste Management Board has received the
recommendation for approval from the State Department of Health; and
WHEREAS, the Board has determined that the proposed enforcement
agencies, Department of Utilities and Maintenance, City of Carlsbad, Public
Works Administrator, City of Carlsbad and the San Diego County Public Health
Department are qualified to become t'.e local enforcement agencies as designated
in the City's Resolution No. 5219, for the City of Carlsbad.
NOW, THEREFORE, BE IT RESOLVED, based on the foregoing considerations, the
State Solid Waste Management Board pursuant to Section 66796.21 of the
Government Code approves the proposed designation of the Department of
Utilities and Maintenance, Public Works Administrator and the San Diego
County Public _Health Department, to be the local enforcement agencies -as
designated i.n the City Resolution No. 5219, for the City of Carlsbad .

POLICY ISSUE SUMMARY
FOR THE
SAN DIEGO REGIONAL SOLID WASTE MANAGEMENT PLAN
The significant elements of the San Diego Regional Solid Waste Management
Plan include the following provisions:
1. Solid Waste Collection. Each city will retain control of solid waste
collection within its own jurisdiction. The County will retain
responsibility for collection management for the unincorporated
areas of the County.
2. D�osal. The cities of San Diego and Oceanside will continue to
operate disposal sites within their respective jurisdictions. The
County of San Diego will be responsible for all solid waste disposal
facilities within the County. Between the present and 1983, it is
proposed that additional landfill capacity be obtained through the
establishment of a north coastal landfill, replacements for the
r' existing Bonsall, Oceanside, South Chollas, and North Miramar sites.
3. Resource Recovery. The County will emphasize a shift from sanitary
landfilling, as the primary means of disposal, to implementation of
major resource recovery systems. The County Department of Sanitation
and Flood Control will assume responsibility for implementation and
control of all resource recovery facilities. It will carry out the
existing program for demonstration of a 200 ton -per -day facility in
El Cajon, and will expand resource recovery efforts to include an
80(Tton-per-day processing/transfer facility in the north coastal
area and a major resource recovery facility to serve the metropolitan
area.if outside funding can be obtained. Also proposed are a facility
to replace the Jamacha landfill and additional facilities as they
become feasible.
4. Advisory Body. The County Board of Supervisors will consider the
establishment of a solid waste advisory committee to advise the Board
on solid waste regulatory standards, facility plans, financing, and
other solid waste issues affecting the County.
S. Financing. No change is proposed in the financing mechanisms for the
solid wasto activities of incorporated cities. Si),zificant changes
in County solid waste financing -is, however, proposed. All direct
and indirect costs and minor improvements•of County Coastal Region.
solid waste facilities will be supported by dumping fees. Purchases
of real property and major capital improvements which add to property
value will continue to be financed by general fund revenues. Interior
Region solid waste disposal system costs will be supported by a
combination of Land Use Fees and general tax revenues.
6. Enforcement Programs. The solid waste enforcement program presented
in the Plan is consistent with the actions to};en by the County Board
of Supervisors and City Councils pursuant to AB 2439.

7, Litter Control. The County will assume responsibility for regional
coordination of litter control activities. A Gjunty-appointed Regional
Litter Coordinator will coordinate with area cities anti -litter
efforts by local citizens and community organizations, encourage
volunteer litter clean-up and anti -litter educational activities,
seek Federal and State funding for litter control programs, and promote
8nforcement of litter laws. .
8. Waste Reduction. The County will establish programs for reducing solid
waste generation"through public education and volunteer community
action and by supporting legislation.aimed at -reducing the quantity of
waste being generated.

A RESOLUTION OF it'E CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE "SAN DIEGO
REGIONAL SOLID WASTE MANAGEMENT PLAN (1976-2000)"
WHEREAS, the Nejedly-Z'berg-Dills Solid Waste Management and Resource
Recovery Act of 1972, hereinafter referred to as the "Act," requires each

county, in cooperation with affected local jurisdictions, to prepare a
,comprehensive, coordinated solid waste management plan; and
WHEREAS, said Act also requires that such plan shall be consistent with
state policy and any appropriate regional or sub -regional solid waste manage-
ment plan; and
WHEREAS, said Act also requires that the solid haste management plan
shall be subject to the approval by a majority of the cities within the
county which contain a majority of the population of the incorporated area
of the county; and
WHEREAS, the County of San Diego has prepared the "San Diego Regional
Solid Waste Management Plan (1976-2000)" in conformance with the Act and is
submitting said plan -to the City Council of the City of Carlsbad for approval;
NOW, THEREFORE, RE IT RESOLVED by the City Council of the City of
I Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the "San Diego Regional Solid Waste Management Plan (1976-2000)"
Is hereby approved.
3. .That the objectives set forth in the plan; the method and organiza-
tion for implomentation of the programs contained in the plan; the general pro-
cedure for financing the recommended solid waste management program; and the
general role identified in the plan for the City (to be clarified at a later
da•to•by specific agreements) in implementing this cooperative effort for man-
agement of solid waste in an economical and environmentally accoptable manner
