SUBJECT: STREET NAME CHANGE FkOM PRESENT ALFANJE TO SANTA ISABEL,

STATEMENT OF THE MATTER
Attached is a letter from Rev. Fred Florek, Pastor, St. Elizabeth
Seton Catholic Church for a street name change from the present
Alfanje Street to Santa Isabel Street.
City Council policy on street name changes is to refer all such
requests to the City Council. If the City Council agrees with
the applicant, the Planning Commission is then directed to hold
public hearings.
The location of the subject street is in La Costa. It is a short
street that runs between Alga and El Fuerte. (See Attached Map)
Presently there are no buildings in this area addressed on Alfanje;
however, this past July the Planning Commission did approve the
Elizabeth Seton Catholic Church on the corner property that Alfanje
Street fronts.
The church finds that Alfanje is difficult to pronounce and spell
requested the name be changed to Santa Isabel which is Spanish for
Saint Elizabeth. The name they suggest is compatible with the
street name policy that requires Spanish names in La Costa.

RECOMMENDATION:
If the City Council concurs, they should direct Planning Commission
to hold public hearings to consider the street name change of
Alfanje Street to Santa Isabel Street.

I need your help!
Recently, I spoke to Mr. Mike Zander of the City's, Planning Department to inquire about the procedure required to change the name of the street where I will be living and working. He suggested that I write to you for this information and assistance.
The street that I and our parish Planning Camcittee seek to change is Alfanje. (Please, confer the ThchMs Brothers Maps, page 20, no. c,4; 1978 edition). street is contiguous to the 5.04 parcel of land owned by the RrxMn Catholic Bishop of San Diego, a corporation sole for the St. Elizabeth Catholic Camrunity. parcel was sold to me by Mr. Irving Roston, who represents the La Costa Land Ccmpany. I am the pastor of St. Elizabeth Seton parish, a new parish that was established in La Costa this past August 1st.

The reason for my seeking a change in the street's name is it is difficult for many of
my congregation to pronounce and even mre difficult for than to spell it correctly.
Since all four of our proposed church buildings will bear this street's name, I muld
hereby petition to change the street's name to Santa Isabel. This name was app.r&
by the parish council of this Church. It mets with my whole hearted approval for the following reasons: it is easier to pronounce and should be easier to spell since Santa Isabel is mre familiar to most people than Alfanje and that it is in keeping with
our Spanish heritage, scarrething Rancho La Costa has sought to preserve with the manes of all it's streets.
It begins and ends with Alga Fbad and El F'uerte Street.
Please advise me and my planning ccsnnittee as to what must be done next to bring about
this change of the street's name.
