Due Specifications have been prepared to replace the carpeting in the Council Chambers and Police Department. Funds in the amount of $20,000 have been set aside in the 1977-78 Budget (Account No. 01-104-3900 ) . The estimated cost is $10,000. Exhibits 1. The lowest responsive bid was submitted by Empire Carpet'Co., San Fernando in the amount of $7,371.25 Bids submitted by Academic and Ocean Floors were considered non-responsive as t did not meet City specifications. Triway's bid did not include samples as call for in the specifications.
