Statement of the Matter
The carpeting in the City Hall complex is approximately ten years old.
to heavy traffic, particularly in the Police Department (24-hour use) and the Council Chambers, it has deteriorated.
Due
Specifications have been prepared to replace the carpeting in the Council Chambers and Police Department.
Funds in the amount of $20,000 have been set aside in the 1977-78 Budget
(Account No. 01-104-3900 ) .
The estimated cost is $10,000.

CARLSBAD, CALIFORNIA, APPROVING SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO INVITE BIDS FOR TEE
REPLACEMENT OF CARPETING IN CITY COUNCIL CH&dBJ?RS
AND POLICE DEPARTfZNT - CONTRACT NO. 1044
WHEREAS, the City Council of the City of Carlsbad has determined that
it is necessary and in the public interest to replace the carpeting in the
Police Department and City Council Chambers; and
WHEREAS, specifications for the furnishing of all labor, material, to(
equipment, transportation and other expense necessary or incidental for sa;
project, Contract No. 1044, have been prepared and filed in the Public Work
Department of the City of Carlsbad and are incorporated by reference herein
NOW, THEXEFORE, BE IT RESOLVED by the City Council of the City of Car

Statement of the Matter
Bids for Contract No. 1044 were opened at 3:OO p.m. on February 8, 1978 in the

All bids were under the Engineer's estimate of $10,000. The lowest responsive
bid was submitted by Empire Carpet'Co., San Fernando in the amount of $7,371.25
Bids submitted by Academic and Ocean Floors were considered non-responsive as t
did not meet City specifications. Triway's bid did not include samples as call
for in the specifications.
General funds in the amount of $20,000 have been set aside in the 1977-78 budge
(Account No. 01-04-3900) to accomplish this work.
