Statement of the Matter Mr. Bernie Gilmore of Palomar AirDort Business Park has requested Council approval of a private sewer easement to be used in the future by Parcel A of %nor Subdivision No. 363. 4 building is currently under construction on this Parcel which will be served by a Sounty approved septic system until sewer service becomes available. However, the developer is required to construct a "dry" sewer line at this time. Consequently, Council approval of the private sewer easement must be secured or provisions made to construct a public sewer for future use. Since only one parcel will be served by the private sewer, and since the use of a private easement will relieve the City of maintenance responsibility, there is no apparent reason why the request should be denied. City Counci 1 Pol icy Statement adopted January 7 3 1958, which requi res Counci 1 approval of Drivate sewer easements, also requires the apPlicant to enter into an agreement with the City concerning his share of future sewer costs. Since the private lateral will provide permanent service to Parcel A, and since no future mains will be constructed to serve the parcel, the required aqreement is not aFpropriate. Exhibits : 1.
