'4 Statement of the Matter
The Carisbad Unified School District has awarded a contract to construct
nine tennis courts at the southeast corner of Valley and Basswood. These ,
courts wi I I replace the function presently served by four courts off of
Monroe Road, which are being turned over to the City as part of the swim-
ming pool project site. The School District is proposing to construct
these facilities without the inclusion of night lighting.
City staff has proposed, as part of the Capital Improvement Program cur-
rently being updated, that the City provide night lighting on these tennis
courts. The lighting, if installed, would allow the courts to be used after
school hours and on weekends as part of the City's overall recreational pro-
gram. Staff has estimated the cost of this to be $60,000.00 and proposed it
for construction in 1979-80.
If the Council accepts, in concept, the project of night lighting these
tennis courts, it would' serve the best interests of the City and the School
District to install the conduit, reinforced fence posts, interior lighting.
post footings, etc., during the initial construction of the project. . City
staff has been in touch with SchDol District staff concerning this change
to the School District's contract. We have obtained tentative concurrence
and assurance that, if the City Council authorizes the necessary work, it
could be accomplished through a change order to the School District's con-
struct ion contract.
Discussion by City staff with the School District's architect and contrac-
tor indicates.such work, if done during construction, would cost approximate-
ly $5,100. Funds could be made available from currently budgeted funds au-
thorized to light those school tennis co'urts which are being transferred to
the City. Those funds could then be subsequently replaced in our next annual
budget.

Dear Mr. Babcock,
Enclosed are the electrical conduit drawings by.your firm. These
were given to the electrician for review and comment.
The items drawn in red are a few things he feels that should be I
done now in addition to what was originally designed.
The extra 3/4" conduit, elbows and junction boxes done now will
eliminate the need for any exposed conduit or unneeded hassles to
complete the electrical work in the future.
For the conduit work as originally shown plus the items shown in
red, ADD TO CONTRACT $5,100.00.
Please advise us as soon as possible if the work will be done so
the materials can be ordered, and return two each approved conduit
plans to us.
