In this case, the Olivenhain Municipal Water District property is surrounded on three sides by the City of Carlsbad. The City has relied on their own.planning and the County's planning in forming the circulation an2 development plans for this area. plans which they have relied upon. The City staff reminded us that the only plan the City has ever had for this location is the one that they are still recommending,. and that as recently as three months ago the County staff and the Olivenhain Municipal Water District were in agreement with that plan. The City has established major road sections both to the North and to the West of the Water District property. In addition, a subdivision.is under consideration in the City immediately to the East of the Water District property. P lannirig Cotmi ss ion -2- 18 January 19-78 Special Use Permit P77-80 Alt?wnate 1-A provides for Rancho Santa Fe Road (R.S. 454-A) to tee into Olivenhain Roadi (R.S. 454-B} at the Northeasterly corner of the District property. .lf approved the County Dspartment of Transportation will start the process of road vacation for the right of way made excess by this plan, which would include the East-West roadway along the Southerly boundary of the District property (County Road A-26). The roadway along the Northwesterly .. This Department strongly recommends against Alternates 1-A, and l-B. Integrated Planning Organization (I.P.O.) Analysis showed the San Dieguito Circulation Element was inadequate even before several roads were deleted, and others reclassified to a lesser standard in the recent Circulation Element change. The construction of Alter- nate l-A'would create awkward road alignments which would not only cause out of direc- tion travel, but create unnecessary intersections with their resultant traffic safety and interference problems. We strongly recommend against attempting to control circulation element rea? geometrics based on the lo:atiwr? and shape-of an individual piece of land. In this case the pro- posed expansion of the land use occuring on the Olivenhain Water District parcel would adversly affect the traveling public. If your commission approves this Special Use Pennit, then the Department of Transpor- tation urges your commission to use Alternate 2 as the condition of that approval. That would be in keeping with the City of Carlsbad request, and also in keeping with the County's long range implicit commitment to honor City planning when City-County jurisdictions abut. Should your commission recommend Alternate l-A or Alternate l-R as a condition of approval for P77-80, this Department requests the cmmission to have its record show that it overruled the department recommendation to have the alignment comply with the plan of the City of Carlsbad which surrounds the parcel on three sides- Similar problems woiJId result from Alternate l-B. This is a permit for the expansion of the facili- ties of the Olivenhain Municipal Water District on approximately 1.9 acres of land at the intersection of Rancho Santa Fe Road and Olivenhain Road. primary objection to the permit approval relates to the Conditions of Approval which specify significant modifications (including street vacation) to the subject intersection. limits of th2 City of Carlsbad. The approved SUP requires %hat Rancho Santa Fe Road, a north-south major ar- terial (four lanes divid?d! within the.City of Carlsbad be diverted to the east-west Olivenhain Road. The Conditions of Approval also require a public street vacation of existing Olivenhain Road which is adjacent to the Olivenhain Municipal Water District property. Attached are three a1 ternates which were considered by the County Planning Commission, Alternate 2, which maintains the north-south continuation of Rancho Santa Fe Road,is the alternate that I recommended to the P1 anning Commission. Rancho Santa Fe Road extends north-east from the subject intersection a distance of approximately six and one-half miles and is a direct connection to Highway 78 and San Marcos. Approximately three of these miles are within the City of Carlsbad. Within the last several years, over one-third of this stretch of Rancho Santa Fe Road in the City of Carlsbad has been realigned and totally reconstructed to major arterial standards. In the recent past, the County has seen fit to revise the San Dieguito Circu- lation Element by eliminating several road systems including SA 680, Camino del Norte, an east-west connection from Interstate 5 to Interstate 15, and SA 460, Melrose Drive, a north-south connection from Highway 78 to SA 680. It appears logical, therefore, to channelize It appears that the Planning Comrniss.ion had two considerations in mind when they approved A1 ternate 1 -A, namely : 1. A desire to redirect traffic away from Olivenhain. (as requested by a representative of the Olivenhain Town Council) ; ana 2. A desire to minimize right-of-way dedication requirements on the 1.9 acre Water District property. The first concern - to redirect traffic away from the Town of Olivenhain - does not appear feasible since as long as there is a physical connection to Rancho Sante Fe south, the traffic will flow there regardless of the obstacle created by the intersection. It may interest the Board of Supervisors to know that the San Dieguito High School District is planning a major high school facility (on over 50 acres) in Carlsbad within one mile of this intersection and this facility will be utilized by the communities south on Rancho Santa Fe Road. The second concern of the Planning Commission is one I reluctantly bring up, and that is the concern about the amount of land avail'Ible for the proposed expansion of the Water District operati*ons. 1.9 acres. way the District will have less than 1.9 acres of land for their facilities. I ask that the Board of Supervisors overturn the January 29, 1978 decision of the Planning Commission regarding Special Use Permit 77-80. That the County of San Diego Planning Commission's decision to ap- prove Special Use Permit P77-80, which includes the proposed street geometrics for the intersection of Rancho Santa Fe Road and Olivenhain Road, a copy of which is attached hereto and marked Exhibit A (Alternate I-A), is hereby appealed. 2.
