UNDERGROUND ADVISORY COMMITTEE REPORT

Statement of the Matter
On January 19, 1978, the Underground Advisory Committee met to review potential
-underground districts and the status of accumulated funds available for expendi-
ture.
After consideration of all factors, the Committee unanimously agreed to recom-
mend the undergrounding of utilities on Grand Avenue from Roosevelt to Harding
including the side streets of Madison, Jefferson and Harding.
Subsequent to the January 19th meeting, the Committee met at a special meeting
to consider the request of the Carlsbad Unified School District to convert to
underground service Basswood and Valley adjacent to.the High School site.
After consideration of the problems involved in the School District's propsal,
the Committee unanimously recommended that City Council approve and proceed
with the downtown project and that the School District's request be reconsidered
when more information cbncernin.g the project is available.

Recommendation
If City Council concurs, they should instruct staff to prepare the diagram
and resolution for establishment of Underground District No. 6, the under-
grounding of Grand Avenue from Roosevelt to Harding including the side streets
of Madison, Jefferson and Harding.

The meeting was called to order by the Acting Chairman, Joe Spano.
The new members, Kathy Clark and Jim Ryder, were introduce to the commit-
tee.
The letter from San Diego Gas & Electric, dated December 22, 1977,
advising the City of their 1978 allocation of $142,971 was discussed.
Cassell advised the committee that total allocations accumulated now to-
taled $336,273. 9-

Jerry Carnahan commented that since scheduling would not allow a pro-
ject to be constructed until' 1979, approximately $500,000 would be ~3;;- able at that time for construction.
Jack Henthorn, Redevelopment Coordinator for the City, commented on
the conversion areas being considered which fell within the redevelopment
area. He advised that redevelopment plans for Carlsbad Boulevard and
northerly State Street were not being considered at this time. He advised
the committee that the main target for redevelopment at this time is the
State Street area between Grand and Elm Avenues. The Grand Avenue area
from Roosevelt to Harding and side streets would redevelop mainly by ef-
forts of individual property owners improving their buildings.
Jerry Carnahan presented cost estimates for undergrounding as fol-
lows: Carlsbad Boulevard from Tamarack to the northerly City limits -
$493,000 and Grand Avenue from Roosevelt to Harding and side streets -
$503,000. Other projects discussed were Tamarack Avenue from 1-5 to
Carlsbad Boulevard, Laguna Drive from Pi0 Pic0 to Elnwood, El Camino
Real from Chestnut to Tamarack and Basswood and Valley adjacent to Carls-
bad High School.
After discussion of the potential benefits, availability of funds
and project schedul ing, the following motion was made by Jerry Carnahan,
seconded by Commissioner L'Heureux and unanimously passed: That the com-
mittee's report be sent to the City Council recommending the establish-
ment of an underground conversion district on Grand Avenue from Roosevelt
to Harding Street, including the side streets of Madison, Jefferson and Hard i ng.

There was a short discussion concerning s.:ommittee goals and a long-
range program. Due to the lateness of the hour it was decided these items
would be discussed at the next meeting.
The,meeting was closed with the following items to be accomplished by
the next meeting:

Special Meeting of the Underground Advisory Committee to
Consider the Carlsbad Unified School District's Request
for Undergrounding of Utilities on Basswood and Valley
Subsequent to the January 19, 1978 meeting of the Underground Advisory
Committee, the City received a letter from the Carlsbad Unified School
District requesting the City's consideration of undergrounding utilities
on Basswood and Valley adjacent to the High School.
The Underground Advisory Committee met again at a special meeting on Feb-
ruary IO, 1978 to consider the School District's request.
It was pointed out that the eligibility of the project for conversion funds
was questionable in that the project was proposed for Basswood and Valley
whi le the "civic faci I ityl' (interpreted by the PUC to mean City faci I ity,
not School District) was proposed to be on Monroe. An additional cloud on
the project is the impact on private property. If a block is undergrounded,
both sides of the street must take underground service. The north side of
Basswood and the west side of Valley contain approximately 24 private resi-
dences that may require conversion to underground service -- at their expense.
This could create sufficient protest at the required public hearing to put
the project in doubt.
After consideration of the information presented, it was the unanimous vote
of the Committee that the City proceed with the downtown project, as origi-
nally recommended, and that the School District's proposal be considered at
the Committee's next meeting after the questions raised at the February 10th
meet i ng are answered.
