Statement of the Matter
When the city began participation in the Comprehensive Employment
and Training Act (CETA) program, certain city employees who
met CETA eligible requirements and were on valid city Employment
Lists were appointed to CETA positions. There are, presently,
two employees, Fireman RICHARD W. FISHER appointed on September 30,
1974, and Police Officer ARTHUR V. VIERA appointed on October 21,
1974, who are in this category.
The intent of appointing persons to CETA positions from valid
Employment Lists was to ulitimately integrate these employees
into the regular classified service of the city. It is
requested at this time that the City Council authorize an increase
of one person each in the regular complement of staff in the
Fire Department and the Police Department to accomodate permanent
permanent appointment for the two individuals named above.
This recommendation is being made at the urging of San Diego
County who functions as the city's prime CETA agent. The
effect of making permanent appointment for the two individuals
at this time would mean that the city would be required to fund .
the positions from.the time of appointment to the end of the
fiscal year. This would also enable the city to fill two more
positions with newly appointed CRTA employees who under present
rules would be term employees. The term of presently appointed
CETA employees is limited to tcdo years.

Council action
2-28-78 Resolution 45314 was adopted, authorizing and directing appointment
of certain comprehensive employment and training act personnel to
the classified service.

SUBJECT: Police Officer Art Viera - CETA
Police Officer Art Viera has been employed in the capacity
of Police Officer since October 21, 1974, when he was hired
under the CETA Program. At that time he was on the eligi-
bility list having passed all the examination phases which
were required.
He has gone through POST approved training academy and is
considered one of our top officers. At this time it would
be proper to convert his status to regular member of the
Department; and there are sufficient funds in the Department
budget to absorb the cost.

SUBJECT: CETA FIREFIGHTER (RICHARD FISHER)
Firefighter Richard Fisher has been working full time as a
regular fire fighter since employment in September, 1974-.
He has passed, satisfactorily, all his probationary examin-
ations and is a vital part of the engine company team. This
position is necessary to maintain our minimum level of manning
and service to the community.
I.f it is desirable to transfer this CETA.position to a regular
City funded fire fighter position, there are funds available
in the fire department to do this the last quarter of the
77[78 budget year.

RESOLUTION NO. 5314
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CFRLSBAD, CALIFORNIA, AUTHORIZING
AND DIRECTING THE APPOINTMENT OF CERTAIN
COMPREHENSIVE EMPLOYMENT AND TRAINING
ACT PERSONNEL TO THE CLASSIFIED SERVICE.
WHEREAS, RICHARD W. FISHER and ARTHUR V. VIERA were
appointed to CETA positions from valid Employment Lists during
Calendar Year 1974; and
WHEREAS, at the time of the appointment it was the stated
intent of the city to integrate these employees into the
classified service; and
WHEREAS, RICHARD W. FISHER and ARTHUR V. VIERA have
faithfully and loyally served the City.of Ca=lsbad in their
respective positions of FIREMAN and POLICE OFFICER;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the City Manager is authorized and directed to
appoint RICHARD W. FISHER and ARTHUR V. VIERA to permanent
positions as FIREMAN and POLICE OFFICER in the classified
service of the city, retaining all rights and privileges `from
March 1, 1978.
