SUBJECT: Sewer Permit - Industrial Building, 6305 El Camino Real Applicant: Bernie Gilmore OP THE BATTER The second revision of the first phase sewer allocation system places industrial land uses in the contingency category "81 edu's" provided for industry. Industrial was placed in the contingency to reserve sewer capacity rather than allocating fixed amounts immediately as the other land use categories. It was anticipated that there will be a continuous need for sewer capacity for industrial land uses. This request is the first application for industrial sewer contingency under the second revision. This particular building known as building two and 6305 El Camino Real is presently being planned checked by the building department. Building permits have been issued for a 3,000 gallon septic system which' would provide servjce for approximately 12 edu's. The unsuccessull first phase allocation request would have required 15 edu's. The site is" on the west side of El Camino Real, north of Camino Vida Roble within the Palomar Airport Business Park. The applicant represents Palomar Airport Business Park. However, the property is being offered to the Eaton Leonard Corporation, which is a manufacturer of mechanical machine tools. Although the septic system would adequately serve the use intended the pros- pective buyer does not wish to commit money or move their business from Santa Ana to this site without full assurances that the sewer system will work. Therefore, the Eaton Leonard Corporation has requested that the building be served by City system. Both representatives of Eaton Leonard Corporation and Palomar Airport Business Park wished to make a presentation to the City Council on this request. (See attached memo to City Manager regarding policy industrial sewer hookup). RECOMMENDATION It is recommended that the'City Council set some quidelines for processing the industrial sewer capacity under the second review of the first phase sewer allocation system. . We have opened escrow with the Eaton Leonard Corporation to purchase Building 2 upon its completion, provided it can be connected to the city sewer system. We would like to present additional documentation if required. We are anxious that the council schedule a hearing on this subject as soon as possible and would like to be placed on the March 7, 1978, agenda. At that time, repre- sentatives of Eaton Leonard Corporation and the writer will be present to answer any questions that arise. Septic Industrial Properties. During the adoption of the second revision of the first phase sewer allocation, the matter of septics v. sewer was discussed as pertain- ing to industrial lands. The concern was, should the City issue sewer permits on property that could be serviced by a septic system. For example, many of the properties at the Palomar Airport Business Park can be serviced by septic system. However, the City Council has not indicated how the industrial classification of sewer capacity will be a I Iocated. To maximize the industrial development it may be the policy to allocate sewer hookups for industrial properties only if it can be proved that the property or use cannot be serviced by a septic system. If this was the desire of the City, then the means to make such determination would be to require at the time of request for sewer hookup, a letter from the County Health Department indicating that septic system would not work for the property or use. At this time there is no method to determine how much property or types of uses that would fail to meet septic system standards. There are some properties on the east side of El Camino Real, (County Shredding and Beckman Instruments) where septic tests have failed. The Council may wish to deal with such proposals on a case by case basis or in conjunction with the existing allocation rating system requiring a minimum point total for submittal. Recommendation The Council as a whole or in conjunction with the Council Sewer Committee should set some policy guidelines for processing industrial sewer capac ity. BP:JCH:ar
