became effective January 1, 1978.
This bill provides for, among other things, the Creation of an Advisory Board consisting of members from each library in the .
cooperative system. Since the City of Carlsbad is a member of the Serra System, the City Council has the right to appoint one member to the Advisory Board. The person appointed must be a resident of Carlsbad.
The Library Board of'Trustees has submitted.a list containing
