PS'attek Senate Bill 792, known as the "California Library Service Act" became effective January 1, 1978. This bill provides for, among other things, the Creation of an Advisory Board consisting of members from each library in the . cooperative system. Since the City of Carlsbad is a member of the Serra System, the City Council has the right to appoint one member to the Advisory Board. The person appointed must be a resident of Carlsbad. The Library Board of'Trustees has submitted.a list containing the names of persons the Board feels would be qualified to serve on the Advisory Board. The persons on.this list have not been contacted regarding their willingness to serve, however, the Library Board feels that any of the individuals on the.list could ably represent Carlsbad. California Library Services Act Article 5. Library System Services Section 18747. (a). Each Cooperative Library System shall establish an Administrative Council whose membership consists of the head librarians of each jurisdiction in the system. Duties of the Administrative Counci 1 shall include general administrative responsibi 1 i ty for the system, adopting a system plan of service, and submitting annual pro- posals to the state board for implementation of the provisions of this article. (b) Each Cooperative Library System shall establish an advisory board consisting of as many members as there are member jurisdictions of the system. The governing body of each member jurisdiction shall appoint one member to the advisory board from among its residents. Section 18749. The term of any member of a system advisory board shall be for two years, and each member shall serve no more than two consecutive terms. Staggered terms shall be established by drawing of lots at the first meeting of the advisory board so that a simple majority of the members shall initially serve a two-year term, and the remainder initially a one-year term. system advisory board are representative of the public-at-large and of the underserved residents in the system servtce ?rea.
