f' Statement of the' Matter I
A serious traffic problem had been created by the numerous construction employees
parking their vehicles along Carlsbad Boulevard in front of the Encina Power Plant,
especially during the change in working shifts at 4:30 p.m. Thisresulted in many
hazardous U-turns since the majority of workers are from areas south of the plant.
On February 1, 1978 the Pub1 ic Works Department installed "NO PARKING ANYTIME"
signs along th'e east side of Carlsbad Boulevard from Cannon Road northerly for a
distance of 1,800 feet to help alleviate this problem. Carlsbad Municipal Code
10.40.055(4) provides that parking may be prohibited
City Engineer determines it is necessary in order to eliminate dangerous traffic
hazards. San Diego Gas & Electric concurs with the parking restriction and has
provided adequate off-street parking for a1 1 the employees. Additionally, imple-
mentation of the Coastal Bike Route will require this parking restriction.
On March 13, 1978,- after carefully reviewing the situation, the Traffic Safety
Commission concurred that it is absolutely necessary to maintain theparking
restriction along the east side of Carlsbad Boulevard from Cannon Road northerly
for a distance of 1,800 feet.

be replaced by a larger one and be made more visible. Finally, the Commis-
sion did not feel that a right-turn lane into Tierra del Or0 was warranted,
but did recommend that a double yellow centerline be painted on Tierra del
Or0 at its entrance from Carlsbad Boulevard.

1 a. Your recent posting of NO PARKING signs on the east side of Carlsbad Blvd. in front of Cannon Park and SDGaE plant created a hazardous condition on Tierra Del Oro by the all
day parking of SDGaE employees-

SDG4E Co. employees eating their lunchs in their parked vehicles throw their trash 7 including bottles and cans9 along the curb and on to local property. The winds scatter much of this trash the full length of the street-
The centeral and northern section of our street gets filled with the cars of surfers- Doubig parked at times, parked head in quite often and onto private property in their invasi- on of the beach- Their changing of clotheon the street and
their nudity should be against the law-
Considerable traffic is also created by drivers looking
for an ocean front street to travel and don't / can not see the NOT A THROUGH STREET sign as installed-
The street surface is of the oil type which by its nature and excessive use1 sheds or releases a great amount of smirll gravel and dust- This residue creates a very poor

surface for traction when turning or stopping as wellas a very dirty environment from the dust.
b a- The narrow entrance 1 created by the entrance pillars, , require great ,-concentration and caution when entering from the fast south bound traffic of Carlsbad Blvd. It
is not uncommon to find a surfer exiting in the wrong
lane.
7 a- North bound traffic on Tierra Del Orol to the east exit- needs to have a better view of the entrance and incomming
traffic. Entering traffic needs the same thing where the short east entrance Teels into the main a north - south run of Tierra Del Oro=
SUGGESTIONS FOR CORRECTION
, I a Post Tierra Del Ora for Limited Parking. Preferably 2 Hours. If you will consider this we will furnish you with the signature-s of a majority of the propwty owners.
2 a- The above would cure this 1 otherwise enforce the NO LITTER laws-
3 a This would also be controlled by I a- above, otherwise we will expect strict enforcement of our parking ordances-
4 a. Move the present NOT A THROUGH STREET sign out of the bushes and post it next to the entrance pillars in such a position that it is highly visible to entering traffic.
5 a- We have made numerous requests for a more substantual surface
on this street. Weifeel the time is right for this work now since road work must be done after laying the new water line-
b a- Carlsbad Blvd, southbound, rapidly narrows at the entrance
to Tierra Dei Oro- It is our opinion that a short RIGHT
TURN ONLY lane from Carlsbad Blvd is adviseable as ik would give us a safer turning lane with no slowing of the south bound traffic on Carlsbad Blvd. We try to practice this approach now even without a lane and the holes at the edge
of the roadway get pretty deep at times- b. Also DOUBLE LINE the entrance from Carlsbad Blvd to a point
close to the north-south run of Tierra Del Ore-

7 a- RED LINE the curbs of the entrance from a point immediately inside the entrance pillars , westerly andthen north and south around curve of the curb to the point of impingment or at least 25 feet from the straight entrance curb alignment-

located at 5016 Tierra Dei Or07 the south east corner 'I which would allow for an unrestricted view of more of the entrance
as well as removing much of the hazard to this property owner when backing out of his driveway- We have discussed this with
the owner and he agrees with our thinking.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DESIGNATING A PARKING RESTRICTION ON CARLSBAD BOULEVARD NORTH OF CANNON ROAD.
BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
That a "NO PARKING'' zone be established on the east side
of Carlsbad Boulevard from Cannon Road northerly for a distance of
1,800 feet.
PASSED, APPROVED AND ADOPTED by the City Council of the City
of Carlsbad, California, at a regular meeting held the day

We, the people who live and own on Tierra Del Oro, Carlsbad
have a serious problem and we need your help.
to keep our neighborhood free from unwanted trash and we
want a safe and beautiful place to live.
Our desipe is
We are asking that you do not allow the employees of the
San Diego Gas and Electric Company to create a haeard by
allowing them to park their cars all day long on both sides
of the only entrance and exit that we have. When an6 *if"
our street gets swept the sweeper must go around these cars.

Actually, when the street is swept, the sweeper digs deep
holes and merely pushes the scrapings to one side.
it is not too much to ask that our street be surfaced as it
is in deplorable condition,

The next problem is the surfers.
car8 of surfers congregate at the north end of the street
circle, especially Saturdays, sundays and holidays. They
disregard the private property, by cutting padlocks on gates,
cut down a new chain link fence four times that I know of,
scatter and leave all kinds of trash, last night smashed in
a block wall fence and marked the wall with obscenities.

marked in red for no parking and other portions marked for
