Subject: PARAMEDIC INCENTIVE COMPENSATION Statement of the Matter At the time the City Council authorized the implementation of paramedic service for the City, the Council considered that as a matter of policy it would provide compensation incentive to those individuals who serve as paramedics. The first City of Carlsbad paramedic team has been trained and in service since September, 1977. Therefore, it is deemed appropriate to recommend to the City Council, a compensation program for those persons serving as paramedics. Sincerely, David Mitchley, Presiid)ent, C�F� CARLSBAD FIRE DEPARTMENT MEMORANDUM TO: CITY MANAGER DATE: 3-13-78 FROM: FIRE CHIEF SUBJECT: PARAMEDIC INCENTIVE When the City Council approved the agreement between the City of Carlsbad and the County of San Diego for the County of San Diego to provide paramedic service within the City of Carlsbad, we agreed to certain criteria for agency approval. One of the criteria was to provide a feasible plan of promotability to provide incentive for the paramedics to remain in the program. The paramedics have requested retroactive incentive back to the time of certification, October 1, 1977. I was unable to fully develop an incentive proposal prior to certification and understanding we are unable to pay retroactive pay, I am re- questing a higher starting rate for those who have already been certified and serving as paramedics. In approving the higher starting rate it would give them the same benefit as those who are certified in the future. The proposed incentive program is not unique to itself but com- parable to other incentive programs provided by paramedic services in other areas. PACKARD, Mayor , tcity Clerk Resolution 11o.5357� ATTACHMENT "A" PARAMEDIC INCENTIVE PROGRA14 PURPOSE: To establish a program for incentive compensation for members of the Carlsbad Fire Department designated as PARAMEDIC. 1. Those members of the Carlsbad Fire Department who have com- pleted training and who are designated PARAMEDIC shall receive a compensation incentive. 2. Members of the City of Carlsbad Fire Department who complete a course of training prescribed by San Diego County and are certified as a Paramedic shall receive compensation incentive as follows: a. Members who completed a course of training prescribed by San Diego County and are certified as paramedics shall receive compensation incentive in the amount of 5% com- puted on the base pay exclusive of all other incentives or allowances as contained in the prevailing salary schedule determined by the City Council. b. Those members of the Carlsbad Fire Department certified PARAMEDIC shall receive 5% compensation incentive upon successful completion of one full year of service as a PARAMEDIC; such compensation to be it addition to the incentive granted upon initial certification. 3. Members who completed training and were certi-fied during September, 1977 shall receive compensation incentive in the amount of 10% computed on the base pay exclusive of other incentives or allowances as contained in the prevailing salary schedule commencing April 1, 1978. No additional incentive to be given at the end of their first year of service. 4. Members who completed training and were certified during December, 1977 shall receive compensation incentive in the amount of 711% computed on the base pay exclusive of other incentives or allowances as contained in the salary schedule from the period of April 1, 1978 through completion of their first year of service. Thereafter this initial incentive shall be reduced to 5%. 5. Paramedic Incentive Compensation shall continue far only those members of the Carlsbad Fire Department ;rho maintain PARAMEDIC certification and continue to serve as PARAMEDIC. Paramedic Incentive Compensation shall cease when 6 member leaves the paramedic service and returns to regular assigned duties in the Carlsbad Fire Department. 6. Provisions of the resolution shad be incorporated into the Personnel Rules and Regulations of the City at the time of the next revision.
