Subject: LA COSTA OPEN SPACE MAINTENANCE DISTRICT Statement of the Matter Mr. Frank Salfingere, the City's assessment engineering consultant for this project, will make a presentation to the City Council providing an overview of the process involved in creating an open space district. The Council was informed by staff this matter would be before the Council at the meeting of April 4, 1978 to commence the processing involved in creating an open space district. DATE: MARCH 22, 1978 TO: CITY MANAGER FROM: Administrative Assistant SUBJECT: LA COSTA OPEN SPACE MAINTENANCE DISTRICT The City Council at its December 20, 1977 meeting, approved an agreement with Urban Engineering for assessment engineering services in connection with the creation of an open space main- tenance district in the La Costa area of Carlsbad. The purpose of this district is to maintain two large open space lots totaling approximately 20 acres. The consultant, Mr. Frank Salfingere and City staff have been working together on the preliminary work required to create the district. Since this is the City's first effort at establishing a district of this sort, staff felt it would be useful to make a back- ground presentation to the City Council at a work session. The purpose of the background briefing is to provide an overview of how the process of creating the district will proceed and a preliminary review of the proposed assessment apportionment methodology and a draft of the engineer's report. Mr. Salfingere will be present to address the Council. Although the City Council will not be asked to make any decisions at their briefing, the staff would welcome any guidance or com- ments the Council may choose to offer. FRANK N.
