Mgr Subject: DESIGNATION OF AUTHORIZED REPRESENTATIVE TO APPLY FOR FEDERAL AND- STATE STORM DAMAGE ASSISTANCE' • ' Statement of the Matter San Diego County has been declared a National Disaster Area for storm damage occurring, after February 5, 1978. Public agencies are eligible to receive Federal and State assistance funds for repair or restoration of public property. In order for the City of Carlsbad to receive assistance for storm damage, it is necessary for the City Council to pass a resolution appointing an authorized representative'to handle claims for the City. ....... Resolution No.£3£-3designating the City Manager as the authorized rep- resentative for the purpose of obtaining Federal and State financial . assistance under the Disaster Relief Act on behalf of the City of Carlsbad Recommendation \ If City Council concurs, adopt Resolution No^*J^^ -designating the City Manager to act as the authorized representative for the purpose of obtaining Federal and . State financial assistance under the Disaster Relief Act for and 'on behalf of the City of Carlsbad. Council action 4-4-78 Resolution #5363 was adopted, designating the City Manager to act as the authorized representative. March 29, 1978 SUPPLEMENTAL INFORMATION STORM DAMAGE ASSISTANCE The City has applied for assistance for two periods of time: 1. January 14, 1978 to January 23, 1978 - State-declared disaster (no local resolution required) Damage: Ani Ilo Way $ 9,800 Park Drive 3,050 Hosp Way 3,400 $16,250 Under this program only streets and highways damages are eligible. The State pays 60% for any amount over 3% of our Gas Tax ($195,688) which comes to $6,227 in estimated assistance funds. 2. February 5, 1978 and after - Federal-declared disaster (Council reso- lution designating an authorized representative required) Damage: Aggravated damages to above streets; new damages to El Camino Real, Park trees, Calavera Dam, Corintia Street in La Costa, beach ac- cess stairway, Alga Way and drainage channel fence near Kelly Drive. Generally, Federal assistance covers 100% of eligible work. The Fed- eral survey teams are still assessing the damages and some may be in- eligible, but it appears that we will receive approximately $100,000 in Federal assistance. Under this particular program, only public properties belonging to the City are eligible. Private property owners are requested to contact the coordinating office at the Escondido National Guard Armory to ap- ply for Small Business Administration loans or assistance from the Federal Disaster Act Administration.
