APPLICANT: ROLL COMPANY Statement of the Matter The subject request is the second under the second revision of the first phase sewer allocation system. This second revision contains 81 equivalent dwelling units (e.d.u's) for industrial uses within the contingency category. This was done to reserve capacity rather than allocating a fixed amount immediately as in the other land use categories. It was anticipated that there will be a continuous need for sewer capacity for industrial land uses. Fifteen e.d.u's have already been granted from the original 81 set aside for industrial allocation, leaving 66 to be allocated. The request is for three buildings designed as modulars that would allow uf> to 60 individual units. However, according to the applicant, in a letter dated March 2, 1978, it appears that these units are not yet leased to any occupant. Soil reports on the adjacent property indicate that a septic system would be feasible on this site. The applicant claims that the sewage will only be domestic; there will be no industrial waste, showers, or cooking facilities. The applicant indicates that 16 e.d.u's would be required. The City Engineer has reviewed the applicant's request and finds that 60 e.d.u's will be required to service the anticipated flow, using the present method of considering each sewer outlet as an e.d.u. On this same agenda, the City Engineer will inform the Council of other methods of calculating e.d.u's. If the City Council chooses a different method for such calculation, the e.d.u count will probably change. If the City later adopts a system for commercial and industrial development which more directly reflects the actual sewer use, any difference between the EDO's for this project and actual capacity can be added to our industrial capacity and be readjusted. The Koll Company, known for its' innovation and development of the multi-occupancy industrial project, is proud to have built over two million square feet of this type of project in San Diego County alone. It is with this kind of expertise and innovation that we propose to build our Palomar Airport Business Park, which should generate approximately 150 new jobs in Carlsbad. Located at the northwest intersection of El Camino Real & Camino Vida Roble, the park will contain, in three buildings, a total of 54,160 square feet of multiple occupancy industrial space. The buildings will be divisible into sixty spaces as small as 700 square feet and as large as 1225 square feet for a single space. Any number of these smaller units can be com- bined to create a larger space as required by the occupant. The typical occupant will fit into one of the following cate- gories: light distribution, light manufacturing, processing, wholesalers, contractors and service orientated businesses; all of which shall be of a non-polluting nature. To assure this, and a lasting quality to this project, covenants, con- ditions and restrictions are recorded against the property. Because of the nature of the occupants, only domestic sewage will be created. There will not be any showers, bathtubs or cooking facilities. Flushometers will be used on all water closets. Watersaving fixtures and devises will be used where possible. An automatic irrigation system with a wet weather shut off will be used to conserve water. 7290 Clairemont Mesa Boulevard • San Diego • California 92111 • (714) 292-5550 Page 2 City of Carlsbad Honorable City Manager and Council Taking all of these factors into account, we anticipate that the proposed sixy units (this is a maximum number of units each unit having one lavatory and one water closet) will generate approximately 4500 gallons of domestic sewage per day. This would be equivalent to the amount generated by sixteen dwelling units or 16 E.D.U. (see Engineers calcu- lations attached). Recognizing this and knowing that a lateral has already been provided to this property, therefore requiring no further public improvements and understanding that a septic system is usable as a temporary remedy at best, we would,hope that you would grant us the required sewer allocation. •If this allocation is approved, we will be able to proceed with our final design and be ready to apply for a building permit within 30 days. M.C.K. 1OUM» MEMORANDUM - March 13, 1978 > TO: Bud Plender, Assistant Planning Director FROM: City Engineer SUBJECT: Koll Company - Request for Industrial Sewer Connection Allocation You have asked me to review the floor plans for the proposed Koll project (Palomar Airport Business Park) to determine the total number of sewer con- nections requested. Based on the policy of counting each water closet and sink as an equivalent dwelling unit (EDU) there are 60 proposed sewer con- nections, for a potential sewer connection charge of $52,500 (60 x [$500 + $375] = $52,500). There are 54,160 square feet of buildings proposed. Using another method that relates to domestic sewage only, and the possibility of one employee for each 100 - 120 square feet of building, each using 20 - 40 gallons per day, then a realistic anticipated flow rate would be 8,665 - 21,664 gallons per day sewage. Using 280 gallons per day per EDU, this would equate to a range of 31 - 71 EDU. .-=-.. The applicant has submitted information that there will be one employee per 361 square feet of building, while I used one employee per 100 - 125 square feet. •In any event, the use of EDU for sewer connection (and fee) determination does average out a wide range of uses. As an example, a restaurant may be counted as only 2 or 3 EDU while the "domestic" sewage flow could be the equivalent of 3,000 - 5,000 gallons per day. Since the present EDU system is based on these averages, the EDU determination on this application should be consistent (i.e. 60 EDU). ^•*-s#*^/^Vi-Vx? Tim Flanagan . In the best interest of both the city and Palomar Airport Business Park, I feel Roll's application should be denied. The site plan presented to the Council indicates industrial buildings, which are permitted in the P-M Zone. However, because the individual leased units will be relatively small, there may be requests to lease space for service offices or commercial enterprises. Since this is a possibility, I wish to remind you early that in the P-M Zone such commercial and office services are permitted only by Conditional Use Permit and further provided that the services are to serve the industrial site. ;" If your desire is retail or office services for some of the leases, you may wish to apply for a "blanket" Conditional Use Permit that would cover possible retail or service uses. There is no guarantee of a favorable action on such Conditional Use Permit because we would have to analyze the types of uses you wish to consider and the development such as available parking. I inform you of the Conditional Use Permit requirements only to insure understanding of the P-M Zone use requirements prior to your firm entering into leases with enterprises that may not be permitted in the P-M Zone.
