TRANSFER OF FUNDS
Statement
of the Matter
Due to work load, it is necessary to engage outside
professional plan checking service and
avoid long
delays in permit issuance. In order to
expedite the
plan checking process we are requesting
Council
authorization to transfer fund to the Building
Department Professional Services Account.
Monies
are available in the General Fund.

MEMORANDUM
DATE: MARCH 29, 1978
TO: CITY MANAGER
FROM: BUILDING DIRECTOR
SUBJECT: OUTSIDE PROFESSIONAL PLAN CHECKING
Due to work load and lack of personnel to perform the duties
that would be necessary to plan check all of the major structures
that are to be built within the City of Carlsbad, it is necessary
to contract with outside professional people who perform these
duties.
However, some of these firms are very busy, and the prices are
high compared to what is paid the stafc member for this service.
To expedite the plan check procedure and get the permits issued,
the outside plan checking by private firms is the only answer,
and where the plan check fee for contract plan checking exceeds
that which is normally charged by this Departmehl., the applicants
are informed of the difference. If agreeable to paying the dif-
ference, the firm doing the plan checking is engaged to do the
work with the agreement that the fee will not exceed the amount
agreed upon. For example, if the normal plan check fee is $2,500.00
and the outside firm contracted for $4,000.00, the applicant would
pay the additional $1,500.00, or it would stay in the office and
get in line with the rest of the plans to be checked.
Building permit fee income was in excess of $500,000. as of this
date.

RESOLUTION NO. 5366
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
'CARLSBAD, CALIFORNIA, AUTHORIZING THE TRANSFER OF
FUNDS TO PAY OUTSIDE PROFESSIONAL PLAN CHECKING.
BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. That the transfer of eight thousand dollars ($8,000.00)
to pay outside professional plan checking from General Fund'
Unappropriated Reserves to Building Department Professional
Service is hereby authorized and approved.
2. That Department of Finance Fund Transfer No. 36 on file
in said department and incorporated by reference herein is ap-
proved.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council on the 4th day of ADri1 1978, by'the
following vote, to wit:
AYES: Councilmen Packard, Skotnicki, Anear and
Councilwoman Casler
NOES: None
ABSENT: None
