Statement of the Matter
The City Council at your April 4, 1978 meeting directed the
City Attorney to prepare the necessary documents granting
period to expire April 18, 1981, to the following taxi compani Certificates Of Convenience and ?Jecessity, for a three year
Arro Cab
Encinitas Yellow Cab Company
Ralph and Eddie's Taxi Service
b7estern States Transportation, Inc., dba Yellow Cab CoTpan
If the City Council is satisfied with the terms and conditions
of each certificate, as contained in the attached resolutions,
you should grant the certificates. - "*

When you mail the executed resolutions to the various
taxicab companies granting the three year Certificates
of Convenience, will you include the following in your letter of transmittal:
"Although the City of Carlsbad does not establish rates,
if you do initiate any change during this three year period, you must have City Council approval. In addition, a certificate of insurance in the amount of $100,000/
$300,000 should be filed annually with the City Clerk
effective. in order for your Certificate of Convenience to be

A RESOLUTION OF THE CITY COUNCIL OF THE CIT
OF CARLSBAD, CALIFORNIA, DETERMINING THAT T
PUBLIC INTEREST, CONVENIENCE AND NECESSITY
REQUIRE THE ISSUANCE OF A CERTIFICATE TO
ROLLAND D. AND EVELYN D. STOKES DBA ARRO CA
TO OPERATE ONE TAXICAB IN THE CITY OF CARLS
AND ORDERING THE CITY CLERK TO ISSUE SAID
CERTIFICATE SUBJECT TO CERTAIN CONDITIONS.
WHEREAS, Rolland D, and Evelyn D. Stokes dba Arro Ca
accord with Chapter 5.20 of the Municipal Code has appliel
a Certificate of Convenience and Necessity to operate tax
service within the City of Carlsbad; and
WHEREAS, pursuant to said chapter a public hearing wl
held before the City Council of the City of Carlsbad on &
1978, to determine whether or not: the public interest, co.
and necessity require the issuance of the certificate app

WHEREAS, at said hearing all. persons having interest:
the matter were heard:
NOW, THEREFORE, BE IT RESOLVED by the City Council oj

(i) Applicant shall file certificates of insurar in the amounts of $100,000/300,000 with the City Clei
