Statement of the Matter
Heavy rains and windstorms during the early part of this year have resulted-in damages to Carlsbad streets, roads and other public property. Additionally, over-
time hours were necessary €or Public Works and Parks 6 Recreation crews to conduct emergency operations such as debris clearance and disposal, barracading and storm drain clearance.
.
City crews have removed, or taken temporary measures regarding, immediate public dangers, but the permanent restorative work needs to be accomplished. The City
has applied for Federal and State assistance which will help cover some of the expenses, but since the need for the work exists and is not contingent upon re- ceiving these funds it is necessary to provide funds now so that necessary work may begin.
Most of this work is beyond the scope of what can be accomplished by City forces in terms of labor ad equipment. monies are received, the street, road and dam related repairs shouldrrbe contracted as soon as possible.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARISBAD,
CALIFORNIA, AUTHORIZING TRANSFER OF FUNDS TO COVER
STORM DAMAGE RELATED EXPENSES
BE IT RESOLVED by the City Council of the City of Carlsbad as follows:
1. That the transfer of One Hundred Sixty Six Thousand Five Hundred
Dollars ($166,500) to be used for Contract No. 1052, Contract No. 1053, and any
other storm damage related expenses, from the General Fund Unappropriated Re-
serves to Public Works Professional Services Account is hereby authorized and
approved.
2. That Department of Finance Fund Transfer No. 41 on file in said
department and incorporated by reference herein is approved.
PASSED, APPROIED AND ADOPTED at a regular meeting of the City Council on
the 18th day of Apri 1 , 1978, by the following vote, to wit:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
THE CITY CLERK TO INVITE BIDS TO RESTORE STREETS AND ROADS DAMAGED BY STORMS TO ORIGINAL CONDITION CONTRACT NO. 1052.
WHEREAS, the City Council of the City of Carlsbad h
determined it is necessary and in the public interest to

storm damaged streets (Hosp Way from El Camino Real to 620'+ -
westerly, Anillo Way from Palacio Drive to 350'+ - westerly, Kelly
Drive at intersection of Park Drive and at Kelly Drive at inter-
section of Hillside Drive, Corintia Street from Cazadero Drive to
Argonauta Street) ;* and
WHEREAS, plans and specifications for the furnishing of all
labor, materials, tools I equipment, transportation, and other
expenses necessary or incidental for said project, Contract No.
1052, have been prepared and filed in the Public Works Department
of the City of Carlsbad and are incorporated by reference herein;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:

Works Deparlment of the City of Carlsbad and are incorporated by reference
herein;
