Statement of the Matter
V.Mrs. Lee Lathrop has requested permission to use a portion of
Agua Hedionda Lagoon for a Jet Ski Meet. This will consist of
timed speed events, trick riding through a Slalom course, etc.
The event is scheduled for Sunday, April 30, 1978 from 9:00 AM
to 4:00 PM.
Contestants will be checked for noise level with a decibel
meter. Those not meeting the 86 decibel range will be asked
not to compete. There are 500 parking spaces on private
property, the streets adjacent to Snug Harbor will be posted,
"no parking," arrangements have been made by Mrs. Lathrop for
a standby ambulance with registered attendents. The Police
Department indicates they can handle the traffic situation.
Mrs. Lathrop has been requested to furnish a certificate of
insurance.

given by minute motion subject to conditions as outlined in
the memo to the City Manager dated April 24, 1978.

4-25-78 Council approved the Jet-Ski Meet to be held on April 30, 1978,
subject to the conditions as outlined in the Memorandum to the
City Manager datedApril 24, 1978.

Carlsbad, San Diego Kawasaki, Power Ski, Inc., Kawasaki Motors Corp., the promo-
ters, the participants, Officers, directors, officials, representatives, agents
and employees of all of them, of and from all liability, loss, damage or injury
(including death) to my person or property, in any way resulting from, or aris-
ing in connection with this event, whether arising while engaged in competition
or in practice of preparation thereof, or while upon, entering or departing
from said premises, from any cause whatsoever. I know the risk and danger to
myself and property while upon said premises or while participating or assisting
in this event, so voluntarily and in reliance upon my own judgement and ability,
I thereby assume all risk for loss, damage or injury (including death) to myself
and my property from any cause whatsoever.

SUBJECT: JET SKI MEET - AGUA HEDIONDA LAGOON
Following is a list of conditions which should be adhered to
in connection with the Jet Ski Meet on April 30, 1978:
1. Use of Agua Hedionda Lagoon will be restricted to the
area from large sandbar to boat landing (north to south),
and between 1-5 and Adams Street (east to west).
2. No parking - temporary signs
a. Harrison - Chinquapin to Adams - both sides (except
in front of condominiums on Harrison.
b. Adams - from Locust to Harrison (west side only).
c. Adams - from Harrison to "The Restaurant" (both sides).
3. Promoters of event to have and use decibel meter restricting
jet skis to 86 decibels or less.
4. Parking on private property provided by Snug Harbor,and
parking attendants.
5. Portable restrooms.
6. Hours of event - 9:00 AM to 4:00 PM, April 30, 1978.
7. Lagoon launching restricted to jet skis only; no power
boat launching.
8. Ambulance on duty during event hours with proper manning.
9. Certificate of Insurance naming City of Carlsbad as
additional insured for liability in the amount of $1,000,000.
