Statement of the Matter
The construction of waterline improvements at the Elm Reservoir and in an easement from Park Drive easterly to El Camino Real was approved in the 1977-78 Capital Im- provement Program.
This project has been found to be categorically exempt from the requirements of the Environmental Protection Ordinance by the Planning Department. Permit was approved on April 7, 1978.
A Coastal
The plans and specifications are complete and the Engineer's estimates for this project are $13,700 for construction of approximately 687' of 8" AC water main, and related work, in an easement from Park Drive to El Camino Real, and $6,300 for construction, and related work, of an altitude valve vault at Elm Reservoir for a total estimate of $2O,OOO.
Funds are available for this construction in the 1977-78 budget in Account No. 51-244-3970 in the amount of $13,300. Additional funds are available in the Water Fund Balance Account, No. 51-000-0900. When this project is returned to City Council for award of contract, a fund transfer will be requested to' make up the deficit.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING TIE CITY CLERK TO INVITE BIDS FOR THE CONSTRUCTTON OF WATERLINE IMPROVEMENTS AT THE ELM RESERVOIR AND IN AN FASEME,NT FRQV PARK DRIVE EASTERLY TO EL CAMINO REAL - CONTRACT NO. 1047
WHEREAS, the City Council of the City of Carlsbad has determined it is
necessary and in the public interest to construct waterline improvements at
the Elm Reservoir arid in an easement from Park Drive easterly to El Camino
Real; and
WHEREAS, plans and specifications for the furnishing of all labor, materi-
al, tools, equipment, transportation and other expenses necessary or incidental
for said project, Contract No. 1047, have been prepared and filed in the Public
Works Department of the City of Carlsbad and are incorporated by reference
herein;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Carlsbad,
California, as follows:

That the above recitations are true and correct.
That the plans and specifications are hereby approved.
That the City Clerk of the City of Carlsbad is hereby authorized and
directed to proceed to publish, in accordance with law, notice to contractors
inviting bids for construction of waterline improvements at the Elm Reservoir
and in an easement from Park Drive easterly to El Camino Real, in accordance
with the plans and specifications hereinabove referred to.
