May 2, 1978 REQlJEST-TO ADDRESS COUNCIL Lucille Moore, Chairwoman, Board of Supervisors Statement of the Flatter Mrs. Lucille Moore, Chairwoman, San Diego County Board of j Supervisors has requested time to address the Council relait to Senate Bill 1746, introduced by Senator Mills, regarding the designation of the County of San Diego as the sole agenc to perform regional or areawide review or planning required by various federal and state statutes. Council action 5-2-78 Mrs. Moore addressed the Council, stating that she and Supervisor Hamil ton had been appointed as a committee, they are in hopes of making amendments to the bill as i stands. She requested input from the cities. This repo. was dated June 9, 1977. The City is interested in this program since it is our intention to contract with the County for the adminis- tration of our current allocation of Housing and Community Development Funds in the Residential Rehabil- itation Loan Program proposed. The Council felt that the income levels proposed on page 4 of the report were too high and the Council is requesting that the Board of Supervisors have them .reviewed by staff. The directive to whicl report is responsive was stated as "Review the Carlsbad Community PI take actions to make the San Diego County General Plan 1990 coincide make appropriate zone changes to bring them into conformance." IPO has reviewed this matter and has conferred with staff of the Cit Carlsbad, the County Department of Land Use and Environmental Regula the County Off ice of Intergovernmental Affairs. C. Action Alternatives Considered - The following alternative courses of action for carrying out yo1 directive were identified and investigated by staff. 1. - County Initiated Annexation: The most obvious solution wou annexation of the territory in question to the City of Carl: It would also, in our opinion, be the most completely satisf solution from the standpoint of both jurisdictions. To acct this now would require county initiation of the annexation I This option was explored briefly by the County's Office of 1 governmental Affairs. Conversations by OIA staff with the ( City Manager's Office and with MCO indicate that such an c would have little chance of success at this time due to ant: opposition of area property owners and residents. Application of Holding ZonejUse of Existing Planning ______-- Prograr are a number of planning activities currently underway that all or parts of the subject territory. The most significanl are the program for zoning fmplenentation of the San Dieguil Plan (the portions of the territory lying south of Palomar 1 Road and west of El Cainino Real are included in the San Die& Community Plan); the preparation oE the Local Coastal Progrz of the subject territory west of El Camino Real is in the cc and the County effort to revise the Land Use, Open Space and tion Elements gf the County General Plan. This option would to make use of this work which is already programmed in carr your Board's d5rective. This alternazlve would be composed of the following actions. a. Modification of Alternative 2: This alternative would be ider Alternative 2 except in themethod and timing of amending the Plan for those portions of the subject territory lying outsid Coastal Zone. It would involve initiating a general plan ame those areas as part of GPA 78-01 instead of dealing with them of the General Plan Revision project which, as indicated abov anticipated to be in GPA 79-01. This would involve some $7,01 additional costs to the County and, since the key to satisfac Carlsbad concerns is the application of the holding zone, the be little to be gained by this approach over that of Alternat 4. Carlsbad Sub-Area Plan: This alternative would involve initi project to do a Carlsbad sub-area plan similar to the Escondi Area Plan which was adopted in December of 1975. Such a proj be duplicative of the coastal. planning effort which covers c10 territory in question and would offer no advantage in terms e a General Plan revision for the area. Therefore, this altern not recommended. _- It is believed that all reasonable alternatives have been explored fo ing out your Board's directive, and Alternative 2 is recomended as y direction to staff in this matter. The Board of Supervisors will be posting the official no- tice for unscheduled vacancies on the official bulletin board of the Clerk of the Board. However, to meet the in tent of the legislation, it is felt that there needs to b a broader distribution, making more people aware of all vacancies. The members of the Board of Supervisors were asked to pro vide a distribution list for their districts. Supervisor Tom Hamilton asked that all incorporated cities be includ in the distribution.
