Mrs. Lucille Moore, Chairwoman, San Diego County Board of j
Supervisors has requested time to address the Council relait
to Senate Bill 1746, introduced by Senator Mills, regarding
the designation of the County of San Diego as the sole agenc
to perform regional or areawide review or planning required
by various federal and state statutes.

5-2-78 Mrs. Moore addressed the Council, stating that she and Supervisor Hamil ton had been appointed as a committee, they are in hopes of making amendments to the bill as i stands. She requested input from the cities.

Subject: Residential Rehabilitation Loan Program
At its August 2, 1977 meeting, the Carlsbad City Counci reviewed the report submitted to your Board concerning
the Residential Rehabilitation Loan Program. This repo. was dated June 9, 1977.
The City is interested in this program since it is our
intention to contract with the County for the adminis- tration of our current allocation of Housing and
Community Development Funds in the Residential Rehabil-
itation Loan Program proposed.
The Council felt that the income levels proposed on
page 4 of the report were too high and the Council is
requesting that the Board of Supervisors have them
.reviewed by staff.
If, after a review of the income levels the Board feels
that they are appropriate, the Council would like to be
able to establish their own income levels for that port sf the program conducted in Carlsbad.

CARLSBAD AREA GENEUL PLAN AMNDMENTS AND ZONING CHANGES
During the joint meeting with tho Carlsbad City Council on April 14,
your Board gave several directives to staff. The directive to whicl

It comprises some 6300 acres of typical coastal mesa and canyon
plus the Batiquitos Lagocn and its associated lowlands. There i

On January 1, 1977, AB 1013 hecame effective, delaying
elected bodies from making appointments to boards, commis,
sions and committees until the public has been notified.
The Board of Supervisors will be posting the official no- tice for unscheduled vacancies on the official bulletin
board of the Clerk of the Board. However, to meet the in
tent of the legislation, it is felt that there needs to b
a broader distribution, making more people aware of all vacancies.
The members of the Board of Supervisors were asked to pro
vide a distribution list for their districts. Supervisor
Tom Hamilton asked that all incorporated cities be includ in the distribution.
Will you please post the enclosed notice, as well as futu notices we will send, in the same area in which you will posting the unscheduled vacancy notices for your City.
