Statement of the Matter Application is being made by Unitco Realty & Construction Company, Inc., for an allocation of 30.3 EDUs for a proposed J.C.Penney Warehouse to be located in Palomar Airport Business Park at 2350 Camino Vida Roble. The staff has reviewed the proposed request for a 54,600 square foot ware- house and has determined that the proposed building will require sewer capacity equaling 30.3 EDUs. The allocation on May 9, 1978 of 30.1 EDUs to the Koll Company leaves 35.9 EDUs available in the industrial category. The three requests for sewer allocations before the City Council on June 7, 1978 do not exceed the capacity available. This project will require a coastal permit, so a reasonable time limit of four months (or October.6, 1978) should be placed in which to obtain a building permit. Exhibits: 1. Recommendation: If the City Council concurs, direct the City Attorney to prepare the necessary documents allocating sewer capacity of 30.3 equivalent dwelling units under the second revision of the First Phase Sewer Allocation System to Unitco Realty and Construction Company as requested, subject to building permit issuance and Coastal Commission permit by October 6, 1978. C. Penney Company Outside Stockroom Lot 5, Palomar Airport Business Park Carlsbad, California Gentlemen: Reference is made to our previous request for sewer permits for the above referenced facility. The following is our reasoning why we feel we should have a priority position in obtaining sewer permits. The proposed storage facility will be used exclusively for an existing J. C. Penney Company Store in a regional center Plaza Comino Real which is located in the City of Carlsbad. In order for a storage facility of this kind to service a particular store efficiently, the storage facility has to be located within an 8 to 10 miles of the store and not more than a 10 to 12 minute drive. The J. C. Penney Company also feels the facility, if at all possible, should be located in the same City or governmental agency control. Therefore, the Palomar Airport Business Park meets all of the above mentioned requirements. The storage facility will also increase sales in the store by a substantial increase in the stock of merchandise. This should indirectly benefit the City by a proportion increase in the City sales tax. We have recently submitted percolation tests of the site to the County of San Diego, Department of Public Health and have been advised by them that the site is not satisfactory for either seepage pits or septic tanks; therefore, we have no alternative. As you can appreciate, without sewer permits we wi11 be in no position to build the storage facility in the City of Carlsbad. Penney Warehouse to be located In Palomar Airport Business Park. By motion, the following action was taken by Council: Council directed the City Attorney to prepare the necessary documents allocating sewer capacity of 30.3 equivalent dwelling units under the second revision of the First Phase Sewer Allocation System to Unltco Realty and Construction Company as requested, subject to building permit Issuance and Coastal Commission permit by October 6, 1978.
