Mgr. Subject: REQUEST FOR SEWER ALLOCATION FROM HAWTHORNE MACHINERY CO. Statement of the Matter Application is being made by Hawthorne Machinery Co., for an allocation of 2.8 EDUs (750 gallons per day) for a proposed equipment rental facility to be located at 6127 Paseo del florte (next to ORCO). This' location is within the coastal zone and obtaining a permit may take considerable time. Approxi- mately two-thirds of the site is in a flood plain. The development of the site will require filling in most of the flood plain and an EIR may be required. The City Council may wish to approve the allocation with a real- istic time limitation for use of the allocation. If the Council decides to allocate sewer capacity, a time limit of December 6, 1978 is recommended for building permit issuance. The existing facility at 2530 State Street uses approximately 537 gallons per day, or 2.0 EDUs, based on water meter records during the last 12 months. The staff has reviewed the proposed development plans and has determined that the plans will require sewer capacity equaling 2.8 EDUs. The allocation on May 9, 1978 of 30.1 EDUs to the Koll Company leaves 35.9 EDUs available in the industrial category. The three requests for sewer allocation before the City Council on June 7, 1978 do not exceed the capacity available. There is one other concern in distributing sewer allocation from the "industrial category." Some uses, such as offices (Koll, Hawthorne Rent It) or leasing businesses can also be found in commercial zones. Staff has interpreted this industrial category to include uses that are permissible in the "M" or "PM" • zones (industrial or planned industrial). Therefore, the staff recommendation is that the applications presented to the Council for consideration under the industrial category are proper. It is our intent to construct a modern facility to house the equipment rental operation now at 2530 State Street, Carlsbad. The new facility would be very similar to one we recently completed in the City of Escondido. Enclosed photographs of this facility reflect our policy to construct and operate a facility that will compliment an area. The attached site plan sets forth our development plans. Three sewer hook- ups will be required to accomodate six (6) employees with two toilets (est. water f low = 250 gal. per day) plus one wash rack (est. = 500 gal. per day) or a total of 750 gal. per day/3,750 gal. per week.
