Statement of the Matter
At its June 5, 1978 meeting, the Traffic Safety Commission reviewed the consultant's (Mohle, Perry and Associates) preliminary design for the Coastal Bike Route a1 ong Carl sbad Boulevard.
The Commission endorsed the consultant's basic plan and recommended that
"NO PARKING" and "PARK OFF PAVEMENT" signs be installed in the areas outlined in the design.
The Commission also made several additional recomendations (see Traffic Safety Commission Minutes).

1. Approval of Minutes
The minutes of the May 1, 1978 meeting were approved as submitted.
2. Request for Additional .Intersection Control at Porta Place and Trieste Drive
/ Traffic has. increased significantly in the vicinity, but the Commission felt the intersection with its existing signing (a YIELD sign on Porta Place) was operating in a safe and efficient manner. Since Trieste Drive qualifies as a residential street, the Police Department will be able to enforce the 25 m.p.h. prima facie speed limit. that no additional signing be installed at this time but that the area be kept under observation.
The Commission recommended
3. Review of the Consultant's Preliminary Design for the Coastal Bike Route Along Carlsbad Boulevard I
The Commission endorsed the consultant's basic plan and recommended that NO PARKING and PARK OFF PAVEMENT signs be installed in the areas outlined in the design.
.The Comission was very enthusiastic that the design included, in addition to the bike lanes, a continuous two-way left turn lane from Grand Avenue to Tamarack Avenue. mended that, if at all possible, a two-way left turn lane be established on Carlsbad Boulevard between Pine and Tamarack Ave,nues to he?p reduce the number of rear-end accidents.
The Commission also made the following recommendations:
a) Do not stripe the northbound bicycle lane through the painted island

additional signing or striping may make the situation more confusing and hazardous.
b) Do not stripe the northbound bicycle lane between Lincoln Street and Elm Avenue for the same. reason as in "a".

c) Establish the northbound bike lane just south of Manzano Drive on the same plane (grade) as the roadway but separated by painted delineation,
d) In order to save on construction costs, reduce the northbound traffic lanes from 12 feet to 11-feet each on Carlsbad Boulevard at the Ponto and La Costa Downs interchanges to facilitate a $-foot wide bike lane, (Prepare adequate riding surface for cycl is ts) .

4. Review Striping Plans for La Costa Avenue from El Camino Real to Rancho Santa Fe Road
Since the Commission wants to maintain a low accident rate on ta Costa Avenue, but was very concerned about eliminating all the parking in front of residences facing La Costa Avenue, staff has designed a striping layout tbat will secure on-street parking in front of most of the homes along La Costa Avenue. The Commission recommended that the striping and no parking outlined in' Plan "B" be implemented on La Costa Avenue, which wouJd .C formally establish the NO PARKING zones. Features of this plan include: 2
a) Retaining the existing no parking on both sides of La Costa Avenue from just west of Nueva Castilla Way to east of Romeria; except, re- move some of the parking restriction along the north side, between
' Viejo Castilla and Calle Madero.
b) Retaining parking along the north side from the SDG&E easement (near El Carnino Real) to just west of Nueva Castilla Way.
c) Retaining parking along the south side of La Costa Avenue from just east of Romeria Street to Levante Street.
'd) Enough street width to implement bike lanes as directed in the Circu- lation Element of the City's General Plan.
e) Maintaining left. turn lanes 'at every intersection.
f) Establishing a continuous two-way left turn lane and onty one east- bound lane of traffic between Romeria Street to, hevante Street.
