Construction and installation of a Gas Mixing System for Digestion Tank No. 2
at the Encina Water Pollution Control Facility.
Statement of the Matter
At the May 16, 1978 Council meeting, the Purchasing Department was authorized to pro-
ceed with the Encina Digester Mixing System Project in accordance with "open market"
procedures.
Two of the necessary purchases, the gas compressors and the draft tube assembly, will
exceed $5,000. Two quotations for the draft tube were received and two for the gas
compressors. The total bids for these items is $20,607.40. Additional materials for
installation will cost an estimated $10,000. Installation is estimated at about $20,000.
The Encina 1977-78 approved budget contains $35,000 for the total project, of which
$30,000 will be spent for materials. Installation will be accomplished in the next
fiscal year under separate contract.

Recommendation
Authorize the purchase of the Digester Mixing System materials for the Encina Water
Pollution Control Facility including two gas compressors from Harmon Pump Co. at a
total cost of $8,613.40 and a draft tube assembly from San Diego Fabricators at a
cost of $11,994.
If Council concurs, they should adopt Resolution &if£7 and Resolution
Council action
6-20-78 Resolution #5467 was adopted, approving purchase of draft tube
assembly, and Resolution #5468 was adopted, approving purchase
of two gas compressors.

The Plans and Specifications for construction and installation of a replacement
gas mixing system for Digestion Tank No. 2 at the Encina Water Pollution Control
Facility were completed in March, 1978.
The Carlsbad City Council authorized advertisement for bids at their April 4,
1978 meeting. Bids were originally scheduled for opening on April 19, 1978 but
the time was extended to May 3, 1978 due to the lack of response by general con-
tractors. At the time of the May 3 bid opening, no bids had been received.
On May 9, 1978, the JAC met in special session to consider alternatives for com-
pleting the project. It was decided that the Carlsbad "open market" procedure
as described in the Carlsbad Purchasing Manual should be utilized. On May 16, 1978,
the Carlsbad City Council authorized the Purchasing Department to proceed with the
Encina Digester System Project in accordance with "open market" procedures.
Still in hopes of inducing a local general contractor to bid the job as a whole,
we contacted Taylor and Hoover Construction and Thibodo Construction both of
which have experience in wastewater treatment plant work. Both firms agreed to
quote us a price for the total job in another formal bid opening situation set
for June 5, 1978.
On June 5, bids from the two construction firms were opened. The bids were as
follows:
Taylor and Hoover $77,821
Thibodo 83,650
Engineer's estimate 44,000
Encina budget amount 35,000
Obviously, the bids were far above both our budget and our engineer's estimate.
The contractors were contacted and informed that due to lack of budgeted funds
and the insistence of our engineer that his estimate was correct, we would at-
tempt to be our own general contractor and subcontract for materials and labor.
Attached are quotations for various materials including gas compressors (blowers),
draft tube and accessories, pipe fittings and electrical materials.
In that delivery time on the gas compressors is 8-10 weeks and fabrication of
the draft tube assembly is 4-6 weeks, we have not requested bids for electrical
work and other installation. These contracts will be force account through San
Diego County, equipment rental, and several subcontracts for installation.
The attached quotations total about $25,000 which is well within the $35,000

included in the approved 1977-78 Encina Budget. The installation contracts will
be carried out under next year's Encina Budget at an estimated cost of about
$20,000. Some additional materials such as conduit and pipe will also be needed
at a cost of about $5,000.
I would like to proceed with the material purchases, for which we have quotations,
as soon as possible.

Gentlemen:
We have reviewed the drawing titled "Encina WPCF, Digester
No. 2 Mixer System" dated 3-10-78 by CM Engineering Associates, Sheets
1 and 2.
This quotation to you includes all the metal components as
depicted on Sheet 1 in the portions titled "Cover Plate Detail" (bottom left
hand corner), "Drafttube Assembly" (center top), "Section A-A" (center
bottom) and "Baffle Plate Detail (bottom right); and on Sheet 2 "Seal Pipe
Detail" (top center) plus Details "A" through "E" (bottom left) refering to
"Drafttube Assembly" as shown on Sheet 1. -
None of the items under the list titled "Assembly Schedule"
on Sheet 1 (upper right) are included in our considerations. This means
therefore that the five 21/2 inch diameter stainless steel tubes (type 304)
are terminated just prior to the fittings shown on a level with Item (5) and
do not include components above or beyond that level. Anchor bolts either
at the .top cover plate or through the steel (1/2 inch thick) foot plates shown
in Detail "A" (Sheet 2) are not included. The neoprene gasket material for
the digestion tank top opening is included, but 35 Durometer has been sug-
gested by the supplier in lieu of 30. None of the piping or fittings exterior
to the Drafttube Assembly is included with the exception of the 21/2 inch
diameter stainless steel pipe up to the first fittings (not including them) on
top as above referred to.
All structural steel will be prepared for painting by grinding
and chemical washes prior to application of the primer coat. Sandblasting
as called out in Paragraph 7.1 on Page 17 of the specifications is not feas-
ible under our shop procedures. We would perform no on-site installation
services, but of course would guarantee our portions of the system as to
workmanship but not as to design or function.

Our price, good for 20 days, for *he metal fabrication work
as defined in the foregoing paragraphs is .$11, 994.00
Terms: To be negotiated but would require either a down
payment of $6, 000 or some equally effective method for purchase of
materials. Final payment after delivery of fabricated metal portions would
be as soon as possible, but not to exceed ten (10) days.
Delivery: FOB our plant in San Diego 4 to 6 weeks AJRO.
