Engineering - Traffic Safety Commission STRIPING AND "NO PARKING ANYTIME" ZONE ON LA COSTA AVENUE Statement of the Matter At its April 3, 1978 meeting, the Traffic Safety Commission recommended that a continuous left-turn lane be painted and a "NO PARKING ANYTIME" zone be established along both sides of La Costa Avenue from El Camino Real to Rancho Santa Fe Road in order to maintain a low accident rate on La Costa Avenue despite its increasing \traffic volumes. However, the Commission was very concerned about eliminating all the parking in front of residences that face La Costa Avenue. Staff has designed a striping plan (on file in Engineering Department) that will secure on-street parking in front of most of the homes along La Costa Avenue. At its June 5, 1978 meeting, the Traffic Safety Commission recom- mended that this striping plan be implemented. Exhibits I. Traffic Safety Commission Minutes from June 5, 1978 meeting. 2. Resolution No. locations on establ ishing "NO PARKING ANYTIME" zones at various Recommendation If Council concurs, adopt Resolution No. establishing "NO PARKING ANYTIME" zones on certain sections of La Costa Avenue from El Camino Real to Rancho Santa Fe Road. - Council action 6-20-78 Resolution #5457 was adopted, establishing "NO Parking" zones at various locations on La Costa Avenue. D. northbound bicycle lane b ncoln Street and 1 feet each on Santa Fe Road Since the Comnission wants to maintain a low accident rate on La Costa Avenue, but was very concerned about eliminating all the parking in front of residences facing La Costa Avenue, staff has designed a striping layout that will secure on-street parking in front of most of the homes along La Costa Avenue. The Comnission recommended that the striping and no parking outlined in Plan "B" be implemented on La Costa Avenue, which would formally establish the NO PARKING zones. -* Features of this plan include: a) Retaining the existing no parking on both sides of La Costa Avenue from just west of Nueva Castilla Way to east of Romeria; except, re- move some of the parking restriction along the north side, between Viejo Castilla and Calle Madero. Retaining parking along the north side from the SDG&E easement (near El Camino Real) to just west of Nueva Castilla Way. Retaining parking along the south side of La Costa Avenue from just east of Romeria Street to Levante Street. b) c) d) Enough street width to implement bike lanes as directed in the Circu- lation Element of the City's General Plan. e) f) Maintaining left turn lanes at every intersection. That "NO PARKING ANYTIME" zones be established on the north side of La Costa Avenue: A. from El Camino Real easterly for a distance of 500 feet; B. from a point 200 feet west of Nueva Castilla Way to a point 200 feet east of Viejo Castilla Way; and C. from' a point 200 feet west of Cal le Madero Street to Rancho Santa Fe Road. 2. That "NO PARKING ANYTIME" zones'be establ ished on the south side of La Costa Avenue: A. B. from El Camino Real to a point 200 feet east of Romeria Street; from 200 feet west of Levante Street to Rancho Santa Fe Road. PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of day of .
