Mgr. JDNROE) SEWER ALLOCATION ^ D ''S& fs-^ Otto Korver, architect for the proposed Latter-Day Saints Church, has requested allocation of the necessary EDUs to provide sewer service to the facility. Based on the proposed floor plan, the Engineering Department staff has determined that 19.0 EDUs are requried. The Sewer Allocation System provides for Council's allocation of sewer service for community facilities, including churches, based on community need and public welfare. If this request and the Kelly Elementary School's request of 6.0 EDUs (to be considered on a separate agenda bill) are granted, a balance of 29 EDUs will remain in reserve for potential future community facilities. Council action 6-20-78 The City Attorney was directed to prepare documents necessary allocating 19.0 EDU's for community services. MEMORANDUM TO: City Manager FROM: City Engineer DATE: June 12, 1978 SUBJECT: LATTER-DAY SAINTS CHURCH AT CHESTNUT AVENUE AND MONROE STREET Otto Korver, architect for the Latter-Day Saints Church, has requested allocation of the necessary EDUs needed to provide sewer service to this facility. As provided in the Sewer Allocation System, the City Council may allocate sewer service to community facilities, including churches, based on community need and public welfare. A conditional use permit (CUP-146) was approved for this project by the Planning Commission on January 11, 1978. Engineering Department staff has reviewed the proposed floor plan and determined the necessary EDUs to be as follows: Assembly areas with fixed seats - chapel: 3,266 S.F. with 15 S.F./person = 219 persons 219 persons @1.33 EDU/150 persons = 1.9 EDUs Assembly areas without fixed seats - cultural hall, Aaronic Priesthood, children's meeting room: 9,111 S.F. with 7 S.F./person = 1,301 persons 1,301 persons @ 1.33 EDU/150 persons = 11.5 EDUs Classrooms: 2,812 S.F. with 20 S.F./student = 141 students 141 students § 1 EDU/60 students = 2.4 EDUs Office, storage, library: 3,992 S.F. @ 1 EDU/1,800 S.F. = 2.2 EDUs Kitchen (determined to be accessory to other uses) 1.0 EDUs TOTAL 19.0 EDUs These areas are for the most part based upon dimensions shown on the floor plan provided by the architect. However, due to the unusual angles in the floor plan, some of the dimensions were scaled and consequently are not ex- act. The difference between the actual and scaled areas should not result in an error of as much as 0.1 EDU. Square footage of foyers, hallways, restrooms, etc., were not included in the calculation of EDUs. The kitchen was assigned 1.0 EDU on the basis of a telephone conversation with the County staff who administers an ordinance very similar to the proposed Carlsbad EDU ordinance. City Manager -2- June 12, 1978 A sewer capacity charge of $875 per EEU will be required upon the issuance of the building permit. If appropriate, lateral charges and frontage fees will also be collected at that time. The amount of these fees will be de- termined at the time the building plans are checked. A total of 54 EDUs have been set aside from the Phases I and II Sewer Allo- cation Systems for community facilities such as parks, schools, other gov- ernmental buildings, churches, hospitals and airports. Of these, 6.0 EDUs have been requested for the Kelly Elementary School which will be considered on a separate agenda bill. Assuming the allocations for both the church and school are approved, a balance of 29 EDUs will remain for potential future community facilities. This does not include 57 EDUs remaining in Carlsbad's original capacity in the Encina plant. This original capacity is being held in reserve for such projects as the Municipal Swim Complex, Magee Park, Harding Street Community Center, etc. RECOMMENDATION It is my recommendation that Council make the necessary findings and allocate sewer capacity in the amount of 19.0 EDUs for the church subject to payment of the appropriate fees.
