SATELITE SEWER TREATMENT PLANT
STATEMENT OF THE MATTER:
As you all know from accounts in the newspapers and other contacts,
Leucadia County Water District is considering a satelite sewer
treatment plant to be situated in Carlsbad along the east side of
El Camino Real, between Levante Street and Olivenhain Road. This
plant would be relatively near the Ponderosa Development that is
east of El Camino Real, north of Olivenhain Road. No official
application or contact has been made by the Leucadia County Water
District to the City of Carlsbad on this project. On June 9, 1978,
City staff contacted the District to determine the present status.
We^were informed that there is no project at this time. The Leucadia
County Water District did, however, authorize a feasibility study
(Engineering Science) for the siting of satelite sewer treatment plants.
This feasibility study indicated the subject site and the expansion
of the existing plant at El Camino Real and La Costa Avenue as feasible
sites for new treatment (see attached maps). This feasibility study
was adopted by the Board, who then directed a Board committee to review
consultants to do the EIR and design phase work of a treatment plant
at the ECR/Olivenhain site. This committee has not yet made their
recommendation.

To be prepared for the possibility of an application for sewer plant,
the planning staff has drafted a letter to Leucadia County Water
District, explaining the City's processing procedures (see attached
letter dated June 9, 1978). Apparently many of the citizens living
in the Ponderosa subdivision are very interested in the siting of
this plant and oppose the siting along El Camino Real and Olivenhain.
Mr. John B. Wey has requested, by letter, that a representative of
the homeowners in this subdivision be able to address the City Council
on this matter.
Mr. Steve Kissick will make the presentation which he has indicated
will be brief. He will state citizen opposition to the site, problems
with the District's feasibility study and'request the City Council
to adopt a policy prohibiting the location of sewer treatment plants
in established residential areas (possibly a general plan amendment).

SUBJECT: Processing Satelite Sewer Treatment Plant - La Costa
Dear Mr. Hansen:
I have recently been reading with great interest that Leucadia County
Water District may propose a sewer treatment plant in the City of
Carlsbad. I have also received many letters regarding this proposal
from residents in the La Costa area. In addition, I understand that
a committee of your Board has been directed to review consulting firms
to do an environmental impact report and design study on the proposed
plant. It now may be time for us to discuss the processing of
application for such treatment plant. Although my information of your
proposal is sketchy at best, I think that there is enough information
available to determine the probable scenario for processing.
Our department has recently reviewed the plans for processing of a
similar plant. The process includes text amendments to the General
Plan and the Zoning Code. We have both of these amendments scheduled
for hearings tentatively at the Planning Commission on July 12, 1978.
You may be interested in reviewing these changes and attending this
hearing.
Assuming these changes will be adopted, we can also assume that the
processing of any similar treatment plant in Carlsbad will result
in the following applications:
1) Request amendment to the Land Use Element of the General Plan
to indicate a utility site at your chosen location.
2) Request either: a) Amendment to La Costa Master Plan to indicate
the site as a treatment plant to be built to requirements of the
Public Utility Zone, or; b) Change the zone of the site to the
Public Utility Zone.

3) Submit a development plan as required in the Public Utility Zone.
All of this, of course, is contingent upon having proper environmental
impact report approvals. Carlsbad recognizes Leucadia County Water
District as the local agency and we are a responsible agency and will
review your EIR.

premature, it is apparent that the approval process has progressed past
the initial stages since the water board is expending funds for design
work for the proposal before final approval is given (San Diego
