Statement of the Matter
The City Council through the City Manager is engaged in a
process of mee4: and confer negotiations with the employee
groups regarding salaries for the Fiscal Year 1978-1979. It
is unlikely what these negotiations will be concluded prior
to the start of the fiscal year and it is desirable that we
continue these negotiations past that date. be are asking
that the City of Carlsbad salary range schedules and salary
plans for the Fiscal Year 1977-1978 for all employees be
adopted as the interim salary plans for Fiscal Year 1978-1979.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING AN
1 INTERIM SALARY PLAN FOR THE CITY FOR THE
1978-1979 FISCAL YEAR:

WHEREAS, the City Council through the City Manager is
3
4 engaged in a process of meet and confer negotiations with employee
5 groups regarding salaries for the 1978-1979 Fiscal Year; and,
WHEREAS, it is unlikely that the negotiations will be

concluded before the start of said year, and it is desirable
7
to continue negotiations past that date; and,

WHEREAS, it is necessary in order to adopt a preliminary

✓ 10 operating budget to establish an interim salary plan;
11 NOW, THEREFORE, BE IT RESOLVED, by the City Council of
12 the City of Carlsbad as follows:
1. That the above recitations are true and correct.

2. That the City of Carlsbad Salary Range Schedules,

Fiscal Year 1977-1978, for all city employees, certain management
15
16 employees, and City Council appointed employees, as adopted by

Resolution No's. 5101, 5169, 5187 and 5188 as amended,- is hereby
17
adopted as the interim salary plan for 1978-1979 Fiscal Year.

PASSED, APPROVED AND ADOPTED at a regular _.—meeting

of the Carlsbad City Council held on the 20th day of
